Technology and Career Highlights

Financial Systems Product Management Manages a diversely skilled team

which works to upgrade, replace or introduce software and hardware across all

business systems, including loan document preparation, loan servicing, account

opening, customer information, financial services, administration, human resources,

transaction processing, investment services, wire transfers, cardbase (credit and

debit), electronic funds transfer (includes ACH) and online banking. Follows a three

year equipment replacement cycle, while managing upgrades to workstations,

servers, routers, circuits, firewalls, ATM’s and peripheral equipment. Use Microsoft

products, with the addition of customized complex financial systems for branch

operations (including human resources, accounting, legal, marketing and sales),

construction loans, wire implementation and archiving, and document storage.

Audits and Business Continuity Responsible for continuous monitoring of

‘best practices’ and legislation affecting financial institutions in preparation for IT

audits and Business Continuity challenges. Financial Institutions are the most tightly

regulated companies in this country and are regularly audited by the Federal Deposit

Insurance Corp. and the State Division of Banking. Assist other departments in

preparing for audits from such agencies as HMDA, HUD and B&O, as well as preparing

for audits on Gramm-Leach Bliley, Community Reinvestment Act and Sarbanes Oxley.

In charge of gathering data, reports and all other materials requested by internal and

external auditors, being available to auditors, conducting exit reviews and reporting to

senior management and Board of Directors on all IT audits. Responsible for security of

information supplied to auditors and reporting to BOD on audit results and

recommendations. Works with managers in all areas of the company to create and

test the Business Continuity Plan, which is continually updated as systems and

regulations change, as well as responsible for implementing the BCP as needed.

Security Led various security initiatives such as re-architecture projects,

firewall and DMZ upgrades, the implementation of event reporting across multiple

platforms, creation of employee security guides and training, as well as formation of

the Incident Response Plan and Incident Response Team. Contract for external and

internal Vulnerability Testing and Risk Assessment review processes, including physical

security of equipment at all locations, while adhering to Federal regulations such as

the Gramm-Leach Bliley Act and Sarbanes Oxley and reporting to the BOD with

recommendations for improvements on a cost/value/risk basis. Responsible for

insuring compliance with all Privacy Agreements while ensuring business objectives

are met.

Telephony and Infrastructure Manage data communications networks

utilizing Frame, MPLS, VOIP and PIP networks and Cisco hardware deployments for

locations from Puyallup to Everett, and vendors located in Wisconsin, Nebraska,

Washington, Arizona and California. As technology requirements have changed we

have upgraded circuits and increased bandwidth while consistently reducing our unit

costs.

Professional History

Vice-President, Technology – City Bank – Lynnwood, WA (1989 to May 2010)

Reporting to the Board of Directors, accountable for leading the strategic and tactical

planning, production, deployment and support operations for City Bank’s information

technology functions, including all business systems, online banking systems and 9

branch site offices for this $1.3 Billion community bank. Responsible for adherence to

department’s annual operations budget of $5M and managing numerous reports across

10 teams: server and desktop support, online banking, security, loan systems, risk and

audit, fraud prevention, data communication, telephony, branch systems and transaction

processing. Ongoing responsibilities include managing vendor contracts, audits (State

Division of Banking, FDIC), information security and vulnerability assessments, incidence

response and business resumption table-top testing, project planning and strategic

planning with department heads and day to day IT operations.

Recent Achievements:

Added Remote Deposit Capture (2009): Performed due diligence and risk

assessments on numerous vendors, before presenting our costs and selection to the

BOD. Allows our business customers the ability to scan the checks they receive and

deposit them to their bank account from their place of business. Software reads the

appropriate sections of the check and totals the amount of the deposit, while allowing

the customer to make changes if necessary. No cost savings, but did increase business

accounts by 3.8% Q4.

Credit Transaction Points Program (2009): Team lead on project designed to

incent customers to sign for debit transactions. Worked with Operations, Online

Banking, Website developers, Primary and Secondary Vendors, and Marketing to create,

test and implement program. Came up with program name (CBR4U.net = City Bank

Rewards 4 You), wrote introduction letter to customer, FAQ sheet for branch staff and

the ‘Rewards of Signing’ page on website. We saved 26% Q409 over Q408 in

interchange fees.

Upgraded Online Banking (2008): Working with our Online Banking vendor, we

were the first bank in Washington to allow new customers to open an account online

and existing customers to open new accounts in about 3 minutes. We also chose to

offer a Mobile Banking solution that adhered to the strict requirements of strong

authentication from cell phone or smart phone. Outside auditors were so impressed

that they used our risk assessment as a benchmark for other institutions.

Item Processing Re-organization (2007): Assumed the responsibility of

merging the Information Technology and Item Processing departments into the

Technology department, ensuring a more streamlined, cohesive data communications

and transaction processing environment. Reorganization resulted in staff reduction of 3

employees and cross-training of remaining staff. This has resulted in a $200K savings

while increasing my department from 6 members to 14, not including vendors.

ATM Vendor Conversions (2007): Converted all of the bank’s ATM’s from the

FISERV to Metavante network, shifting from modem to IP interface, while adding NYCE

to our Electronic Funds Transfer Infrastructure. This resulted in an $80K per year

savings, plus increased functionality and availability at the ATM’s for our customers.

Check 21 Migration (2006/2007): Migrated the bank to Check 21 (Check

Processing in the 21st Century) which involves receiving Image Replacement Documents

from the Federal Reserve and sending images to the Fed for clearing, instead of

sending checks and other item processing documents by courier. Implemented a

Branch Capture system where all over the counter items are scanned locally and

transmitted to a back office for processing, reducing the courier runs from five to once

daily and eliminating the cost of two employees and two transportation vehicles ($100K

annual savings). This also allowed us to offer our customers the ability to retrieve

images of their cleared checks through our online banking systems.

Business Contingency Planning (2006): Completely revised both the

company’s Business Resumption Plan and the Risk Assessment, following both NIST

and FFIEC guidelines, including contingencies for a mass pandemic or natural disaster.

COLD Storage Upgrade (2006): Contracted for and implemented a 40 Terabyte

COLD Storage system for daily reports, including secure access, training of all

employees, digital signing and notes and exporting into other databases. This resulted

in increased productivity at all sites, since employees do not have to wait for reports to

be transported to their location as customized reports have been created at all levels.

Paper printing savings are also substantial as employees can digitally sign reports as

well as adding notes to them, all of which must be kept 7 years for auditing purposes.

Telephony System Upgrade (2005/2006): Converted bank from Nortel/Meridian

phone system to a Cisco Call Manager VoIP phone system using MPLS, which allows the

bank to use a 5 digit extension dialing to all sites, transfer customers to all employees,

and route calls in the 425, 206 and 253 area codes for long distance savings. Also

enables employees to retrieve voicemail from Outlook and listen to their email from any

phone anywhere.

Document Imaging System (2005): Assessed, purchased and implemented a

Document Imaging System for all Loan (Mortgage, Construction, Business and

Consumer), Online Banking and Branch documents, allowing for the easy retrieval of

documents for employees and auditors. The system has allowed us to keep 7 years of

documentation in such a way that employees at all locations can access it at any time,

eliminating the need for bulky file proof file cabinets, secured off-site storage and

constant pulling, transportation and re-filing of customer documents. It is impossible to

quantify the increased productivity and efficiencies achieved by this system but the

direct savings are more than $75 thousand per year.

Fraud Detection System (2004): Implemented a fraud detection system which

compares images of customer transactions against a historical database, resulting in

$56K savings the first year and substantial savings each year since.
