Alameda County General Services Agency, Oakland CA. Oversaw regulatory

monitoring of the use of apprentices, small and local subcontractors,

suppliers and truckers for the construction of the $135m Juvenile

Justice Center, a state of the art, 360-bed juvenile hall and courtroom

facility.

Alameda County Transportation Improvement Authority, Oakland CA. Served

as the contract compliance manager for the Authority's Local/Small Local

Business Enterprise (L/SLBE) Program. The Authority was created to

administer the 20-year sales tax that will amount to approximately $3

Billion by 2022 and ensure transportation project and program delivery.

Managed the Authority's vendor certification, proposal and bid

preparation, advertisement, and reviewed bids and proposals for

regulatory compliance. Drafted semi-annual program reports for the

Governing Board.

Peralta Community College District. Drafted the Small Local Business

Enterprise Policy and Program. Coordinated public comment process and

facilitated public hearings with local business organizations.

Implemented the new program for construction of the Berkeley (CA) City

College campus funded by a $153m Measure E Peralta bond passed by voters

in 2000.

San Francisco Community College District, CA. In the wake of California

Proposition 209, chaired citizen's advisory committee in writing the

District's Small Local Business Enterprise Program for a $195 million

dollar capital outlay program. Cultivated local business support for

new District contracting policies. Managed the program including hosting

outreach meetings, coordinating District procurement and presenting

diversity reports at televised Board of Trustees meetings.

Washington D.C. Department of Small Local Business Development. Directed

a cost benefit analysis of $429 million spent by the District on

contracts awarded under Local Small Disadvantaged Business Enterprise

Program. This research included an analysis of spending with local

businesses, an audit of contracting procedures, vendor and city staff

focus groups and surveys, and economic modeling to determine the impact

of spending with local businesses on job creation, economic growth, and

tax revenue. Developed new policies and procedures for the creation of

new city agency.

Washington (D.C.) Metropolitan Transit Authority: Supervised a review of

the Disadvantaged Business Enterprise (DBE) Program and set annual

overall participation goals for federally funded contracts. This

project included an analysis of spending with DBE vendors and

interpretation of the 49 Code of Federal Regulations part 26, the rule

for setting DBE participation goals. The final report resulted in a DBE

goal approved by the US Department of Transportation, and a methodology

for setting future participation goals.
