Senior Manager Contracts (Procurement)

Pakistan Telecommunications Company Limited (PTCL/Etisalat) Head Quarters

Islamabad

. Duties and Responsibilities:

o Prepare and process cases for turnkey projects having

value more than Rs. 20 million as per company's

prevailing policies and standard operating procedure.

o Negotiates and/or participates in the negotiations of

all contracts. Monitors market trends on prices of

goods and continuously explores possibilities of more

competitive prices from Suppliers.

o Controls and participates in the preparations of

invitations to tender, RFP's, TOR's, prequalification

documents for legal and commercial vetting and arrange

legal and commercial vetting.

o Invitation of Bids from the vendors. Oversees tender

submission arrangements ensuring absolute security.

Ensures bidders adhere to the Standard Instructions &

Conditions of PTCL Tenders and deals with any problems

arising.

o Prepare the case for publication of Tender advertisement

in the print media where required.

o Prepare document for prequalification of vendors in case

of special projects.

o Process for formation of Bid opening, Technical,

Commercial and Negotiation committee.

o Arrange Bid opening.

o Process for technical and commercial evaluation of bids.

o Initiate and prepare case for approval of the authority

after price negotiation.

o Monitor Contracts finalization process from the award

till the signing of contracts. Reviews standard and non-

standard contracts drafts and necessary documents.

Reviews Commercial, Legal, Technical remarks and submits

comments to ensure that necessary amendments that

protect the PTCL interest are incorporated.

o Develops and implements control and follow up system

that accurately and immediately detect variation or non-

adherence to agreements in order to protect the

Corporation interest.

o Maintain high level of transparency and fairness in all

sorts of tenders/ prequalification/ vendor registration

falling in his jurisdiction.

o Monitor the delivery of material/ equipment according

the schedule given in the contract.

o Maintain proper record of bid bonds and performance

bonds.

o Review complaints received from Contractors or

respective Departments on the proper implementation of

contract, together with Manager Contracts / Contracts

Executives, investigate the same, discuss with concerned

parties and raise required report and recommendations to

superior.

o Assess reports from subordinates on the effect of the

new local government/international rules and regulations

in order to minimize possible effect on PTCL's standing

rules and conditions.

o Provides professional advice to line Managers in

contractual matters.

2007 to 2008

Manager Contracts Turnkey Pakistan Telecommunications Company

Limited (PTCL) Head Quarters Islamabad

. Duties and Responsibilities:

o Prepare and process cases for turnkey projects having

value more than Rs. 20 million as per company's

prevailing policies and standard operating procedure.

o Participates in tender opening/evaluation as and when

nominated by Management.

o Participates and/or assists in negotiations as and when

directed by Senior Manager/Contracts (IT & Switching).

Scrutinizes all relevant documents/files prior to

negotiations to gather relevant data and to ensure

accuracy.

o Initiates, checks and follows up draft contracts in co-

ordination with concerned sections/departments and the

prospective contractor.

o Reviews legal, commercial and Technical department

vetting on draft contract or contract related issues to

ensure that necessary and/or agreed upon amendments are

incorporated in the draft contract or conveyed to the

concerned party.

o Highlights any serious or significant or complex issue

to senior manager/Contracts IT & Switching and provides

wherever required or necessary, suggestions to preserve

and protect the PTCL's interest.

o Reviews/studies non-standard draft agreements/contracts

and put forth comments or observations to Senior

Manager/Contracts IT & Switching.

o Exercises close follow up of contracts implementation in

co-ordination with respective departments as per follow

up system to ensure that contractors adhere to terms of

agreements.

o Reviews comments received from Contractors/respective

departments, studies and investigate the same, discuss

issues with respective departments/customers where

necessary, resolves minor issues raised, if possible or

prepares the required reports for Management decision.

o Searches for and studies new local Government or

International rules, regulations, or practices and

reports its effects on the Corporation Contracts.

o Maintain high level of transparency and fairness in all

sorts of tenders/prequalification/vendor registration

falling in his jurisdiction.

o Performs any other related duties as required.

2002 to 2007

Manager Procurement & Facilities Pakistan Mobile Number Portability

Database (Guarantee) LTD (PMD) Islamabad, Pakistan

. Handled all Procurement matters like:

Provide directions and exercise control in the various

processes of stages of tendering, draft contract,

participation in tender opening, evaluation and

negotiations, finalization of contracts with subsequent

follow up . Study and investigation of major contractual

issues that arise from variation in implementation and

prepares summary/reports on findings for submission to

superiors.

. In charge of Facilities:

o PMD had two offices, the main office is in Islamabad and

the Disaster Recovery Centre in Rawalpindi

o Provided Project Management support to the CEO in the

development, construction and decoration of the two

facilities. The jobs assigned to me were:

. Purchase of construction material

. Employ contractors and labor work force for

construction

. Arrange for Electrical and Air-conditioning

equipment and coordinate installation and

commissioning

o I was also given additional charge as the Resident

Engineer for the Disaster Recovery Site, thus I was

totally responsible for the abated operation of the DR

Site.

computer equipment and the general upkeep of the two

facilities.
