Experience:

CTTS, Texas Tollways Austin; Sr. Consultant with PBS&J, Conducted a system

wide audit of the Automatic Vehicle Classification (AVC) subsystem as an

independent auditor to determine existing performance and functionality

standards. This audit included full system data tracking and analysis from

the transaction generated at the lane through final reconciliation of the

back office to validate all data.

I-15 Managed Lanes, UDOT; Sr. Consultant with PBS&J, Validated equipment

specifications, performance standards, procedural documentation, and test

procedures for UDOT. Acted as the UDOT representative during system

testing for system acceptance.

Delaware River & Joint Toll Bridge Commission; Sr. Technical Consultant

with HNTB, provided support in development of specification for toll and

maintenance at multiple facilities.

Mass Pike; Sr. Technical Consultant with HNTB, led the analysis effort for

determining new toll configurations to improve traffic flow. Supported

development of specification for toll system replacement. Prepared cost

analysis for anticipated equipment and labor to be expected from bidders.

Developed maintenance plan to be used for the new specification.

Oklahoma Turnpike Authority; Sr. Technical Consultant with HNTB, project

manager for General Toll Consultant contract. Responsibilities included

day to day management oversight of the maintenance vendor, analysis and

improvements in maintenance activities, refining maintenance reports to

accurately reflect time and labor, developing trend analysis of recurring

maintenance issues. Other responsibilities included system and sub-system

performance evaluation, life cycle analysis, and back office violation

processing issue resolution.

CTRMA; As a Sr. Technical Consultant with HNTB, performed oversight for

system testing by the Contractor. Evaluated test scripts and scenario to

ensure the system was being properly tested and all requirements were being

achieved.

SANDAG: Sr. Technical Consultant with HNTB, assisted with development of

specification for a Managed Lane system. Specified lane equipment and

maintenance operations. Assisted with evaluation of proposals by potential

bidders.

NJTA & NJHA; Sr. Construction Manager with ACS, Program Manager providing

management oversight for installation of Open Road Tolling sites at

multiple plazas along the GSP, including the first of its kind, five (5)

lane ORT at Raritan. Managed the ACS site managers and sub-contractors

performing the actual toll equipment installation. Negotiated with client

and subcontractors for change orders and adjustments as required.

New York Port Authority; Sr. Construction Manager with ACS, project manager

for conversion of manual toll lanes to dedicated Electronic Toll Collection

lanes. Set up a test site for evaluation of new equipment solutions that

may be used on the roadway in the future. Performed analysis of the

operations, functionality, reliability, and maintainability of the

different equipment items.

Multiple States; Sr. Construction Manager with ACS, project manager for

installation, test, customer acceptance, and maintenance of multiple

Commercial Vehicle Operation (CVO) sites that allow large trucks to bypass

scales using weight sensors and credential verification prior to the weight

station. Worked closely with state DOT agencies to ensure all regulations

were adhered with and the system performed to satisfaction. Managed a

maintenance staff of twenty (20) people in all parts of the country to

maintain the many systems operating.

Consortium; (NJTA, NJHA, ACE, Del-DOT); Sr. Manager with Adesta, managed

multiple groups within the company (installation, maintenance, Project

Managers, and test). Managed multi-million dollar contract for the

successful installation, test and maintenance of the roadways listed above.

Negotiated contracts and change orders with both the customer and the

subcontractors. Customer interface for all contractual issues and problem

resolution.

Richmond Metropolitan Authority (RMA); Project Manager with Adesta, toll

equipment installation, test and maintenance of new toll lane equipment.

Managed onsite maintenance staff to provide 24/7 maintenance resolution of

equipment failures.

E-470; Test Manager with MFS, Managed the testing program for the E-470

project in Denver Co. Developed test scenarios and translated them into

test scripts that would demonstrate the functionality and performance of

different elements of the system.

BARTA - Caltrans; Test Manager with MFS, Managed the testing program for

the Bay Area Bridges in Northern California. Developed test scenarios and

translated them into test scripts that would demonstrate the functionality

and performance of different elements of the system.

Lockheed Martin; Responsible engineer for integration and test of the AEGIS

radar/weapons system used by the US Navy and various foreign governments.

Directed the efforts of other engineers, test technicians, and maintenance

personnel to ensure the successful delivery of a fully functional system to

the Navy. Responsible Engineer for all fiber optic usage by both Lockheed

Martin and the Navy for all AEGIS projects. Travel to facilities and ships

worldwide in the capacity of technical representative for all types of

installation, integration, and maintenance issues. Technical liaison to

foreign governments for the FMS version of the AEGIS system
