Over 25 years of experiences in program/project and construction management
(PM/CM), program/project control, enterprise-wide infrastructure

engineering work. Major task accomplishment include (chronological order):
Performing Project Management Oversight (PMO) for ARC Project ($8.7
Billions); Reviewed and monitored Program Master Schedule for Dulles
Metrorail Project ($5.0 Billions); Managed multiple infrastructure
rehabilitation projects (project value: $250 million) from project
inception to commissioning for WMATA (Washington Metropolitan Transit
Authority). Implemented Program Master Schedule for WMATA Infrastructure
Renewal Program (IRPG) for program /project control (program value: $2.5
Billions). Performed time impact analysis (TIA) for WMATA Mid-E Route
projects using "As-Built" or "Contemporaneous" schedule analysis methods
(claim values: $6 Millions). Implemented/monitored STARS Project Master
Schedule for Federal Aviation Administration (FAA).Developed/monitored
Wedge 1 Project Schedule for Pentagon Renovation Program ($900 millions)
and analyzing/negotiating change proposals and requisition.
Developed/monitored CPM Schedules for Washington National Airport New
Terminal Project ($800 M) and performed time & cost analyses for Washington
National Airport Capital Improvement Project; Performed time entitlement
analysis/damage analysis, developed/monitored project master schedule,
reviewed contractor's construction schedule for WMATA J/H Route Project.
Implemented WMATA Funding Schedule and Fast-Track Schedules for WMATA 103
Mile Extension (4 Operable Segments: J/H, Outer-B, Mid-E, and Outer-F
Routes). Implemented Mitigation Measures Monitoring System for WMATA Outer-
E Route Project. Developed project control system, and performed TIA for
Baltimore Metro Section-C Project. Developed as-planned Schedule for
Bahrain Air Force Base Project ($70 M contract) and performed impact
analyses for Loring Air Force Base Housing Project claim ($9 M); Developed
cost-loaded CPM schedules for WMATA Contracts F-3b (Navy Yard Station), and

WMATA Infrastructure Renewal Program
. Managed multiple construction contracts from conceptual design phase,
to design phase, procurement phase, execution (performance) phase and
close out phase, for WMATA Infrastructure Renewal Program, totaling
$300M. The projects include: traction power substation upgrade and
replacement (66 locations), voltage regulator and motor control center
system (57 locations) rehabilitation, cathodic protection for elevator
and piping systems, stinger replacement for rail maintenance shops,
uninterruptible power supply systems (UPS) and battery replacement for
Station AC system (38 units), traction power cable purchase and
replacement, contact rail heater purchase and replacement, and etc.
. Processed more than $2 M contract modifications and claim resolution,
starting from change order initiation, price analysis, independent
estimate preparation, negotiation, settlement, funding identification,
to final package.
. Prepared budget and staff (resource) plan for WMATA Infrastructure
Power Program.
. Developed Fast Track Master Schedules for Traction Power Substation
(TPSS) Upgrade Program.
