Profile
With over 20 years of experience, I bring to an organization or agency, a
variety of solutions to improve workplace performance. I have experience
in the following areas: training and education management, knowledge
management, change management, information management, technology adoption
and enterprise portals.
I specialize in all phases of the training cycle including: analysis,
design, delivery, coordination, implementation, and evaluation; instructor-
led training (ILT), web-based training (WBT), train-the-trainer (TTT),
curriculum development, on-boarding/orientation programs, workforce
development programs, communications, enterprise collaboration, knowledge
management strategies, community of practice development, and portal
business applications.
Prior to consulting, I served as a public school teacher for nine years
with a Masters in School Administration before becoming the lead Corporate
Development Trainer at a prominent software company in the Washington DC
area. I am a certified Lean Six Sigma Green belt and currently hold a
Secret Clearance.

Managed and supported a variety of client-site government programs and
projects. Directly interfaced with Branch Heads, Program Managers,
government executives, and high ranking military and foreign nationals.
Major clients included: U.S. Joint Forces Command (USJFCOM), Navy Network
Warfare Command (NNWC) Defense Contract Management Agency (DCMA), US Fleet
Forces Command-(USFFC), Naval Personnel Development Command (NPDC), U.S.
Department of Health and Human Services (HHS), The National Institutes of
Health (NIH).
Specific roles, responsibilities, and achievements included:
1. Directly provided both advisory and operational support to the Chief
Knowledge Officer and Command Groups in the development of improved
staff learning and training initiatives and use of the enterprise
portal as a virtual work environment. Assisted with developing, leading
and implementing various Knowledge Management initiatives to include:
command business activities, workforce development, and management of
all KM learning and training programs of instruction. Primary
responsibilities included developing and leading a Curriculum Advisory
Team to examine and improve internal staff training for the Commands
Collaborative Information Environment. Managed all KM Learning and
Training activities in the absence of a Chief Learning Officer.
Initiated the procurement and implementation of a new Learning Content
Management System (LCMS). Authored Knowledge Management and Portal
Training requirements. Supported and led the development of formal
Community of Practice (Interest) guidance to support collaboration
teams, and enterprise business process improvement efforts via the
organizations technical capabilities.
2. Lead training effort for a DCMA web based training requirement for the
use of Cognos Power Play Version 7 Business Intelligence tool by
utilizing Adobe Acrobat Connect. In the Business User Support and
Technical Training area; main responsibilities were, instructing the
users on the Business Intelligence Query and Reporting applications, to
specifically; run reports, manipulate cube reports, construct and
create Ad Hoc Queries, support Metrics Manager and utilize the newer
Portal Integration features.
3. Member of Knowledge Management team for Navy Network Warfare Command
supporting the implementation of Microsoft Office SharePoint Server
2007 as the Command Portal for organizational development through the
use of Collaboration. Focus on this team was to help the client with
the Technology skills pertaining to KM as it relates to portals and
collaboration, In addition to, support with the Business skills of how
organizations improve their efficiency and effectiveness through the
use of collaboration, KM-ECM, and Human Capital Management. Developed
the Training requirements and implementation plan for the training at
both the FFC and NETWARCOM Commands in addition to creating
establishing the need for clear Business Rules, Governance models, an
ECM Implementation Plan, and Communications/Change Management plans.
4. Evaluated system requirements at US. Navy Comptrollers office to create
and update training documentation. These systems are based on the
Oracle Federal Financial software and also utilize Oracle Discover as
needed.
5. Member of Workforce Transition and Support Assist Team: NPDC Naval Air
Station Norfolk, helping the Commanding Officers identify and redefine
their organization structure and their training curriculum as well as
design and develop the new course of study for each of the enlisted and
officers who attend the training programs. (Task Force Excell)
6. Designed Strategic Planning of Organizational Development as well as
design and development of training materials using Oracle Federal
Financial Systems and the Department of Health and Human Services core
accounting practices and procedures.
7. Designed an organizational structure to increase efficiency and control
within the present level of automation, and provided documentation for
planning, education and training
8. Development of a strategy and plan to conduct the organizational
assessment of the Office of the Secretary and the 12 Operating
Divisions of the Department of Health and Human Services (NIH, CDC,
FDA, etc)
. Developed metric reports and analysis for verification of method
improvements then interpreted results to recommended process
improvements
9. Key facilitator with clients to establish 'To Be' Business Processes
for the HHS Global Business Analysis team.
10. Coordinated Action Items and Issues for implementation, organized
resolution of actions from workshops and recording of issues in Issues

11. Technical trainer for National Institutes of Health's (NIH) (a large
public health research organization) data warehouse project - a DB2
environment utilizing both Hummingbird BI/Query and Cognos Power Play.
The data warehouse includes data from NIH's legacy systems supporting
the following business areas: Human Resources; Staff Training and
Development; Travel; Property; Research, Contracts, and Grants;
Procurements and Market Requisition; Budget and Finance, HR Fellowship
Payment and Technology Transfer (Patent and Licensing).
12. Developed training manuals and reference cards for data warehouse
classroom and End-user training program of data warehouse query and
reporting system with over thirteen hundred users
13. Developed and conducted pilot training and feedback sessions for
applications in development. Receiving outstanding evaluation scores
relating to presentation and delivery and response to questions and
comments by students attending training.
14. Provided customer support and composed post-training evaluation surveys
to measure return on investment for client project.
15. Reviewed technical query specifications for accuracy and understanding
of requirements.
. Analyzed the delineation of work flow, customer requirements,
organization structure, management information reporting, and developed
process flow diagrams to determine vision, critical success factors,
and key performance indicators.

16. Developed, executed, and maintained corporate programs and training
initiatives ranging from development and delivery of basic internet, e-
commerce, and OneSoft's proprietary software product fundamentals, to
Professional Services Boot camp, a two week training course for
application and solution developers, to basic desktop applications and
corporate orientation material. Enhanced corporate development course
participation from 60% to 85% within three months

17. Tracked and maintained multi -million dollar budget for IT Director.
Priced and ordered all infrastructure, and operations hardware,
software, cell-phones and beepers. Maintained and tracked company
software licensing compliance and records. Responsible for deployment
and record keeping of all new hire computers, cell phones, and setup.
Maintained helpdesk ticket log assigned tickets to technical support
team and ensured all were responded to and closed within a reasonable
amount of time.
