management, purchasing, office administration and supervision.

Professional Experience
Contract/Risk Management
Developed and implemented contracting procedures for EMCON's northwest
region (six offices). Reviewed, initiated, negotiated and renewed
contracts with clients as well as subcontractors and vendors. EMCON's
broad client mix necessitated familiarity with the varied contracting
issues associated with conducting business in both the private and public
sectors, including compliance with the FAR. Summarized unique client
contract terms and conditions and/or insurance requirements and
disseminated to project managers to encourage wise management of risks.
Administered insurance coverage and maintained corporate registrations with
state and local agencies.
Project Management
Managed a 150-person office relocation project in downtown Seattle
including selecting and providing key oversight of architects, contractors,
furniture vendors, etc. Prior to orchestrating the move was responsible
for locating the property and negotiating a lease for space to accommodate
25% growth while reducing our rent by almost 45% and included more than
$1.1 million in tenant improvement.
Recently completed a nationwide search to locate an operations facility in
an economically depressed area, secured federal grants and loans with a
value of just under $1 million to facilitate the project. The operations
center opened on time and within budget.
Built consensus regarding criteria for nationwide vendors, prepared and
submitted requests for proposals, evaluated proposals, awarded business,
coordinated the transition from one vendor to another, and monitored the
quality of the new service and/or products.
Instrumental in establishing and coordinating the efforts of a worldwide
network of purchasing and shipping agents. Integral member of small team
that planned and executed the following projects:
- Chartered specialized steamships to move drill rigs to/from remote
locations.
- Arranged for the Army Corps of Engineers to strategically flood
portions of the Columbia River in order to bring an ocean-going
vessel all the way to Pasco, WA and, more importantly, coordinated
the return of the fully loaded ship to sea.
- In order to ready eight 62-ton thrusters for shipment to Japan,
chartered a 32-wheel hydraulic trailer, arranged for the temporary
closure of the Autobahn, a specialized crane to load the thrusters
to river barges, and an ice breaker to proceed the barges along the
Elbe River to the dock in Hamburg, West Germany.
Administrative Management
Provided administrative oversight to an environmental consulting firm as it
grew from two offices/43 employees to more than 40 offices/1500 employees;
and then downsized to closer to 30 offices/1000 employees. Initially
responsible for directing the accounting, human resource, and computer
services activities, then in response to growing needs, hiring managers
with expertise in these disciplines and departmentalizing to better handle
the press of business.
Coordinated the efforts of 30-40 office managers, determined appropriate
level of administrative support for each office and assisted with other
staffing issues. Established and implemented word processing, technical
writing and production procedures to ensure a standardized final product.
Also, provided executive level administrative support such as coordinating
Board meetings where I was responsible for everything from travel and
catering arrangements to presentations, resolutions and minutes.
