of energy projects at all federal facilities including the Navy

Economic Security, U.S. Department of Commerce (DOC), 1995-2006
Managed a staff to develop policies and administer government-wide domestic
and international industrial emergency preparedness roles assigned by the
DHS, Executive Order and the Defense Production Act (DPA). Conducted
industrial base impact assessments of all Department of Defense negotiated
international technology transfer agreements with U.S. allies and developed
interagency (Commerce, State, Defense) defense trade advocacy strategies to
support U.S. industry international defense commercial and Foreign Military
Sales (FMS) export campaigns with the Defense Security & Cooperation Agency
(DSCA). Served (1990-2006) as the U.S. government representative and
subsequently Chairman (2003-2006) of the Industrial Planning Committee
(IPC) at the North Atlantic Treaty Organization (NATO) coordinating
alliance (27 nations) industrial base emergency preparedness programs
including response to WMD and terror threats to critical infrastructure.
