Selected Achievements & Skills
> Chief of Staff of the Asia-Pacific Center for Security Studies (APCSS)
2006-2009. Directed and analyzed business and operating procedures of all
executive international education and business operations for the College
of a Department of Defense academic institute based in Honolulu, Hawaii.
-- P ioneered and led a cross-functional Synchronization Board,
executing a multi-year clearing house process for 12 departments composed
of 140 military and civilian staff across the enterprise. Integrated and
synchronized daily Center work plans and external agencies requirements
while incorporating major change efforts during periods of significant
Center mission expansion. Recognized as the most critical ongoing Center
improvement optimizing planning, significantly reducing operational risk
and man-hours, and increasing productivity.
-- Executive Leadership and Project Sponsor in Lean Six Sigma (2008):
Used Lean Six Sigma to execute a comprehensive enterprise management
review of the Center's 35 core processes that included defining the APCSS
Prime Value Chain, and measurements, improvements and control of data-
basing and management, information technology assurances, technology
integration, and technology upgrades impacting the current and future
workforce. Analysis included assessment of the workforce ability to: (a)
comply with applicable higher authority directives, regulations, and
taskings, (b) manage all resources (infrastructure, equipment, financial,
and human) based upon APCSS priorities, (c) conduct effective long-term
planning and programming, (d) improve systems and processes in accordance
with proven management methodologies, and (e) promote, adhere to, and
enforce the highest ethical standards. Review resulted in waste
reductions, elimination of non-value-added activities and saving time to
improve the quality and delivery of APCSS products and services.
-- Drove Strategy development. Conducted two Center-wide quarterly
reviews setting APCSS vision, mission, goals, and objectives AND monthly
Personnel Manning reviews that included a detailed analysis and
assessment of strategic direction, current and future workforce profiles,
gaps in workforce, and strategies to bridge gaps and build a future
workforce to meet emerging change requirements and Office of the
Secretary of Defense strategic guidance.
Deliverables included: (a) validation of civilian, military, and
contractor manning requirements, (b) improvements in recruitment and
integration of quality personnel tailored to mission requirements, (c)
increased retention of qualified personnel through appropriate
recognition, compensation, training, and professional development
programs within a productive and satisfying work environment, and (d)
recognizing and encouraging excellence and innovation within APCSS,
systemically.
> Director, Naval Command College, 2003-2006. Drove all strategic and
business operations for senior international military officers from 58
nations attending the U.S. Naval War College in Newport, RI.
-- Influenced a broad international group to achieve governmental
initiatives. Developed sound methods building trust and confidence among
more than 140 senior international military officers from 58 countries,
producing real and tangible increases in U.S. Department of Defense
international security cooperation. Led more than 180 Informational
Program Visits to 16 major cities across the U.S., partnered with myriad
of senior business, government, civic, and industry leaders to deliver
unparalleled diverse executive-level international interaction.
-- Drove unprecedented international program cost savings while
increasing student throughput 19%. Directed and managed multi-year
programs that were executed at or under budget, while integrating change
efforts during austere budgetary constraints.
> Deputy Chief Europe Division, U.S. European Command, 1999 - 2002.
Developed and analyzed politico-military policies and shaped strategy and
plans with 43 nations at Headquarters, U.S. European Command in
Stuttgart, Germany.
-- Led and managed a large international project to deconflict and
improve competing humanitarian relief efforts impacting refugees trapped
in Kosovo (Operation SHINING HOPE, 1999). Defined, measured and analyzed
supply chain gaps and transport conflicts. Influenced, negotiated, and
coordinated with diverse U.S. and foreign non-government organizations,
international Task Force Commands, and foreign diplomatic corps to ensure
critical humanitarian supplies were better synchronized with military
operations and delivered efficiently and safely - reducing operational
risk to support over 900,000 Albanians and 200,000 Internally Displaced
persons trapped in Kosovo.
-- Created and executed an innovative international military aircraft
flight and basing database project. Leveraged technology to engineer and
deliver products. Collaborated and networked with U.S. and foreign
interagencies and defense staffs to coordinate and control deliverables.
Vastly improved U.S. State Dept and Office of the Secretary of Defense
visibility and control of European theater clearances, international
overflight/basing clearances, and foreign nations' military support
impacting Operation Enduring Freedom (OEF), 2002. Project served as the
model and lead tracking process for U.S. and international support to
OEF. Creative solution impacted U.S. national strategy for OEF
operations.
> Commanding Officer, Sea Control Squadron 31, 1997-1999. Executive
responsibility directing and developing efficient plans and procedures
for all aspects of operations, maintenance, and budget for a 320-person
squadron, flying eight complex carrier-based combat jet aircraft of
capital assets in excess of $240M, deployed worldwide.
-- Achieved the highest attainable combat readiness and U.S. Naval
Aviation Safety record. Directed a multi-year dynamic operational risk
management program, conducting detailed analyses of complex carrier
aviation war fighting functions and work processes including the
examination of all aircraft operating standards, management controls,
long-range planning, maintenance workloads, nonproductive time, and
deviations from standards to determine validated safe carrier aviation
operations. Execution resulted in the command achieving an unprecedented
U.S. Navy carrier aviation safety milestone of 28 years and 112,000 hours
of operational mishap-free flying and the highest attainable levels of
aircraft and combat readiness to advance DoD operations.
