total employee benefit strategy, plans, programs, policies and procedures.

Designs, plans and implements overall employee benefit strategy to ensure

labor market competitiveness and fiscal soundness. Recommends the selection

of and manages all benefits-related third-party vendor relationships

including negotiation of vendor contracts to provide competitive benefit

programs at lowest cost. Ensures all benefit plans are in compliance with

all current federal and state regulations and requirements. Directs the
