Bill is a leader and innovator in technical and project management,
software engineering, object-oriented systems development, programming and
operations research.
Bill created CrossEyes - a Microsoft Word "add-in" that provides a
WordPerfect-like Reveal Codes facility. In addition, he recently
developed a comprehensive travel expense reporting and accounting
system for a law firm in Chicago. It uses Excel as a front-end and
then connects directly to and posts transactions to an IBM AS/400
accounting system. Earlier. he designed, programmed and installed
Craps, Blackjack, Roulette, Poker and Keno Revenue Accounting and
Management systems for a Las Vegas casino. Development utilized
VB, Access and SQL in Windows.
He completed the design, C and SQL programming and installation of network,
terminal and communications software for HUD single and multi-family
accounting and management control systems. That included online connection
of a mainframe UNIX and ORACLE multi-tier server to more than 1000 PC
clients, to service a caseload of 200,000+ properties nationwide. Other
consulting engagements have included the successful design, procurement and
staffing of a complete C AD/CAM center at a major aerospace corporation,
and the reconstruction of an IT support organization and data processing
center for a well-known railroad. This reconstruction included regeneration
of all the COBOL, Assembly and JCL code and operational documentation that
had been destroyed.
As Chief Computer Scientist at Bendix Field Engineering he was responsible
for the line management of 145 software engineers, providing real-time
communications and operations control software for a complex of 65
computers supporting 18 unmanned NASA spacecraft. Additionally, he had
full P & L responsibility for the direction of some 600 analysts and
engineers providing computer support to NASA and other US and foreign
Government agencies.
He was CIO and Executive Director of Information Services for Fiat-Allis,
reporting directly to the CEO. In that billion dollar/year multi-national
joint venture, he was responsible for the direction and operations of 32
data centers in eight countries, serving all corporate functions including
world-wide administration, finance, product distribution, engineering,
manufacturing, marketing and research. His span of control encompassed 254
international employees and an annual budget of $9.8 million.
Bill started, built up and directed a profitable management consulting
practice for Price Waterhouse in Minneapolis. He managed staff and client
personnel in engagements involving the development of financial, management
reporting and project control systems; cost reduction and control projects;
organization restructure; and notably in the repair of four large
administrative and manufacturing systems.
Bill earned BS and MS degrees in engineering, cum laude, from Ohio State;
then devoted two years toward a PhD in Industrial Management at MIT,
obtaining All But Dissertation. He is a Registered Professional Engineer,
and was a founding member of the Association for Computing machinery.
