Applications Development Manager, IS&GS Civil, TSA HR Access Program, 10/2009 – Present

Lead several application development initiatives for the Lockheed Martin HR Access team supporting the

Transportation Security Agency (TSA). Manage and direct team of developers, analysts, and testers tasked with

development of systems that support personnel processing actions as well as recruiting and hiring functions across

TSA. Manage the development and administration of Siebel CRM system used by Program contact centers

nationwide.

Program Manager, IS&GS Treasury Service Division, 10/2007 – 10/2009

Lead the Lockheed Martin team supporting the Internal Revenue Service (IRS) Homeland Security Presidential

Directive – 12 (HSPD 12) Project Management Office (PMO). Direct all phases of the HSPD 12 program from

initiation through completion.

Manage and direct staff of 15 employees and subcontractors tasked with providing the IRS with project management

support, deployment management, transition management, and Enterprise Lifecycle (ELC) governance

Lead Developer/Project Manager, MSD HIG 11/2004 9/2005

Led a technical team for the Personnel Activity Tracking System (PATS) project at National Institutes of Health

(NIH), National Institute of Mental Health (NIMH). Managed technical staff for the designing and developing of a

Web based database system used by NIMH for tracking personnel data and activities. Initially hired to work with the

existing project team and bring the project to completion after it suffered some significant schedule slippages and

performance issues. Directed project team and worked with customer to deliver this system on time, within budget,

and to successfully meet all performance objectives. System developed using ASP.Net, C#, and MS SQL 2000.

Managed the design, technical, and systems team on the NIH Clinical Center’s Patient Recruitment and Public Liaison

(PRPL) program. PRPL allows tracking of patient and volunteers who contact the PRPL office to participate in

clinical studies. Led the re design, refactoring, and development efforts of key critical functional areas where

requirements were not met. PRPL was developed on an MS .Net platform using ASP.Net and C# with a SQL 2000

backend.

Accomplishments:

• Delivered the PATS system on time, within budget, and met all performance objectives, despite the project’s

performance issues when hired.

• Refactored the PRPL application to successfully meet requirements after project had gotten off track.

Perficient, Washington, DC 7/2003 11/2004

Senior Consultant/Senior Software Developer

Led the design and development of a wire transfer/bank reconciliation system for Wachovia Securities,

managing two 3-person development teams. The distributed wire transfer processing and bank reconciliation

system was created in a multi-tiered, two-silo Windows 2003 server environment. Solution implemented

Windows services written in C# and VB6 utilizing an ActiveX Mainframe Terminal Emulation Control

(TEC), XML, and ASP.net. Designed object-oriented (OO) components from top-level architecture

diagrams, created time-estimates for task completion, delegated task assignments, and mentored team-

members in .Net/C# skills.

Completed full life-cycle development of a Web-based actuarial application that projects retirement income

for various scenarios using actuarial formulas for Watson Wyatt Worldwide. Web application utilized

ASP.Net, VB.Net, .Net Remoting, XML components, Microsoft Message Queue services, windows service

application, and .Net COM interoperability. Developed .Net assembly that implemented a calculation engine

written in a VB6 COM object originally designed for a legacy desktop application. Developed .Net

assemblies to manipulate the XML data store used in the calculation engine. Implemented the .Net

calculation assembly in a windows service application that processed request messages from Microsoft

Message Queue which allowed single instancing of the COM object.

Accomplishments:

• Completed the wire transfer/bank reconciliation system for Wachovia Securities under a strict and tight

timeline as part of a corporate wide, merger readiness overhaul rearchitecting effort.

• Completed the Watson Wyatt Worldwide system under budget with full acceptance from client.

Hired to work on production systems, quickly promoted to the Research and Development team due to outstanding

performance and innovative problem solving abilities. Designed and developed object oriented components for web

based membership management, CRM, and E commerce system using Microsoft .Net environment and SQL 2000.

Developed dynamic data driven system objects in C#, including middle tier data components, page rendering objects,

and e commerce components. Developed dynamic ASP.net pages and composite web controls designed to be
