establishing agency credibility with the general public and the regulated

Conducted a field study of malfunction rates for peat onsite sewage
disposal systems for the State Legislature.
Designed and implemented a computerized budget and expense forecasts system
to replace an antiquated manual one, resulting in a dramatic increase in
planning efficiency.
Expanded the Maine Department of Health and Human Services, Subsurface
Wastewater Program's single, static web page to a dynamic, full-featured
web site, providing the general public access to agency information on
demand.
