Project Management

Managed project to upgrade RMS, JMS and CAD software for all Gaines County Law

Enforcement Agencies. Worked in partnership with the software vendor to troubleshoot and

resolve all issues with the deployment and newly released software. Trained all department

personnel on new software. System manager of entire system and software suites.

Managed implementation of mobile data terminal (MDT) deployment for Seminole Police

Department’s patrol vehicles. Deployment included installation of server, network interfaces,

hardware firewall, implementation of firewall rules and client installations, and establishment of

broadband service for the MDTs. Worked with software vendor and State of Texas to establish

authorized connectivity to the Texas NCIC switch. Trained all officers on proper use of new

equipment and software.

Managed project to transition the network for the NASDAQ stock market from a DEC routed

network to a Cisco routed network. Project completed ahead of schedule and cutover completed

without incident.

Managed a modernization project to upgrade all command, control and communication

equipment for a six state area. Project completed on time and within budget. Customer

expectations exceeded in all respects.

Managed numerous projects for equipment and/or system replacement. Without exception,

customer’s expectations managed and projects completed on or ahead of schedule.

Technical Manager

Managed the Network Operation Center for the NASDAQ Stock Market. Managed the Y2K

transition. Managed over 30 engineers in 3 geographically diverse NOCs.

Field Support Manager: Managed 24x7 technical teams in wide geographic regions – from 3

states up to the eastern half of the U.S. Established preventative maintenance programs, reducing

mean time between failures and increasing system availability. Equipment supported ranged from

telecommunication, computer systems, shipboard/shore-based electronic systems, bio-metric

fingerprint systems, mobile computing platforms, record management systems, TLETS/NCIC

interface systems.

Managed the transition of technical support organization that challenged the existing paradigm.

Reduced the number of support personnel in the new organization, improved customer service,

increased system and equipment availability.

IT Manager. Transitioned computer workstations, configured, installed, networked, and trained

personnel on new systems. Selected new laptop units for vehicles; configured, installed and

configured hardware firewall, configured and established VPN system for mobile units. Installed

new records management software and working with the vendors programming, QA, and support

staffs, worked to correct various issues and ensure systems effective and successful

implementation for my company.

Personnel / Budget Manager

Managed all aspects of personnel selection, hiring, firing, evaluations, promotion, discipline,

wage management, expense reports, etc.

Responsible for profit/loss for a support organization that included the eastern half of the U.S.

Reduced expenses and increased profit for 4 straight quarters. My region increased sale and

upgrade of support plans for customer base.

Responsible for budgets up to six million dollars. Responsible for fiscal accountability of these

budgets, adherence to applicable procurement regulations.

Wrote 2009-2010 CJD JAG grant for major technology upgrade at police department. Grant

awarded as submitted. Responsible for computer equipment selection, installation, configuration,

integration and management.

Training / Education

Conducted training for various size groups, up to 200, on topics ranging from specific equipment

to formal education on new technologies.

Taught technology education classes for high school students for 9-12 grades.

Certified as a instructor by the Texas Commission on Law Enforcement Officer Standards and

Education.

Taught Total Quality Management Courses for hundreds of personnel. Mentored groups while

they established their own quality management teams and processes.

Taught courses for Emergency Medical Technician students.

Served in United States Coast Guard from 1974-1997. Retired after 23+ years of active duty. 16

the rank of Lieutenant (O-3E).
