1. Management Activities
a. Fiscal Management
i. Managed a $ 20 million Facilities Management Program for the Illinois
Department of Military Affairs. Program highlights included facility
maintenance management for 54 sites, facility contracts, energy use
and conservation, HAZMAT storage, and administrative reporting.
ii. Managed a $ 75 million Facilities Development Program for the Illinois
Department of Military Affairs. Program highlights included building
design, construction planning, Environmental audits, and management of
subordinate contracts.
b. Program Management
i. Created and managed the National Guard Bureau Fire and Emergency
Services (F&ES) Program. Program highlights included resource
procurement, creation of an advisory council, program guidance, funds
management and acquisition that led to an increase of over $ 20
million dollars annually (200% increase in funding), program
standardization, and a program design that encompassed F&ES Programs
for 54 states and territories.
ii. Managed the Standardization Evaluation and Assistance Team (SEAT)
Program for the National Guard Bureau's Civil Support Team (CST-WMD)
Management Office. Program highlights included standardized
evaluations of 54 state CSTs for 9 different functional areas:
Administrative, Personnel, Medical, Communications, Physical Security,
Logistics, Analytical, Operations, and Finance. Inspections occurred
in each state at the individual team site. Team consisted of 9
contractors.
iii. Managed all activities for a mobile chemical / biological warfare
agent analytical detection laboratory. Position highlights included
sampling criteria, analysis protocols, and an instrument optimization
program. Tested for potential chemical / biological warfare agents
and oversaw detection, identification, and quantification of
questionable agents. Other activities included downrange operations
in Level 'A' Personal Protection Equipment (PPE), downrange sampling
points, and make safe procedures.

2. Leadership Activities
a. Senior Level Leadership
i. Commanded the Headquarters and Headquarters Company (HHC) for the
404th Chemical Brigade - Chicago, IL. Command highlights included
personnel management, training management, funds acquisition and funds
management, subordinate and lateral command liaison, and an awards /
personnel qualification improvement program for over 65 personnel.
ii. Led Fire and Emergency Services (F&ES) Program personnel to
standardize and optimize individual state F&ES Programs. Created a
working group, a state F&ES network, program guidance and procedures,
and instituted developmental and fiscal planning tools for future year
program development.
b. Mid-Level Leadership
i. Led analytical lab personnel to accomplish analysis in a mobile
analytical laboratory. Acted as liaison with local, state, and
federal agencies to optimize response capabilities and analysis
criteria. Responsible for ISO standardization and adherence to 19025
standards. Supervised 2 personnel and created cross-level training
and certified individual qualifications standards for all laboratory
instruments (GC/MS, Microscope, PCR).
ii. Led Basic Combat Training Company as a Drill Sergeant and later an
Executive Officer. Responsible for the health, well-being, and
training for over 250 trainees per training cycle. Taught classes,
mentored soldiers, and managed all aspects of personnel management for
trainees and program cadre.
iii. Led a group of 7 contractors to visit state National Guard Civil
Support Team (CST-WMD) and conducted an assessment that covered nine
functional areas. Results of the assessment results were under
congressional visibility and helped determine CST Program funding
levels.
