Sr. Director, Global Healthcare Systems
As a Sr. Director for the Global Health Care Systems division, it has been my responsibility to achieve specific global
healthcare and academic excellence in meeting the challenges of developing the Communications, Infrastructures and
Processes, which support the various global Healthcare environments of our customer base. These included:
• The development of the HealthVault application, Amalga HIS Patient Invoice/Billing Systems, Automated
Purchasing, and Applications development/support to voice, video, messaging, telecommunications, and data
security activities, as they pertain to healthcare systems WW.
• Led the development of the Amalga Hospital Information System Application. This application provides a
solution set that coordinates patient, bed, medication, and materials management, radiology information,
pathology, financial accounting, laboratory, and human-resource systems.
• Led the development of the third component, Amalga RIS/PACS, is an integrated radiology information
system and image archiving and communication system
• Currently Chair the Division’s Applications Compliance & Policy committee, knowledgeable in HIPPA
requirements
• Led the creation of a common system’s infrastructure and network platform architecture supporting both our
internal and external customers, and their applications via “Cloud” environments.
• Additionally, my responsibilities are to oversee our efforts in Graphic Imagery Development/Presentation of
medical imagery, SOA, voice, video, messaging, telecommunications, and data security activities.
• Responsible for an annual budget of $200 million and Revenues of $300 million
• Coordinate and facilitate collaborative discussions with program and departmental stakeholders to define
business and systems requirements for new or existing technology
• Define and communicate plans, policies, and standards for the division when implementing new IT process
and systems
• Review hardware, software, and telecommunications requirements, maintenance agreements (both internal
and customer based), managing master service level agreements with vendors to capitalize on cost savings
• Establish infrastructure to support and guide divisions/departments in technology and BI efforts
• Develop strong business case justifications and cost/benefit analyses for IT spending and initiatives
• Oversee the creation and updating of a global disaster recovery and business continuity plan, including
security through intrusion testing and employee education

Dhabi site, including staffing, sources, purchasing, and “make or buy” decisions

Director, University Pennsylvania Health System (contract position)
The primary goal of the position was to provide executive management in Application Integration, Application Support
Services, Program Management, & Enterprise Architecture design for healthcare providers. My primary area was to
concentrate on consolidation and transformation of the systems to achieve greater cost savings and efficiency and the
deployment of an EHR and selected application suites
• Led the consolidation of all applications internally at UPHS, to realize the reduction in operational costs ($2
million annually) for both the hospitals and clinical sites
• Implemented and integrated the systems first Gamma Knife and coordinated the integration of the imagery
developed.
• Provided application operational support with environment, change management, enterprise control and
management of staff and budgets.
• Led the development of application implementation for PACS, Finance, HR, HIS, and Operations
applications procedures & process.
• Oversight and management of vendor services and management of vendor projects for implementation of
EPIC applications
• Application decommissioning on behalf of internal departments (finance, HR, Pharmacy, Student Records
Management) removing Mainframe environment in favor of server systems environment. Reduction of $1.5
million in annual budget

Principal – Healthcare Practice
Led and directed the Healthcare Practice engagement staffs, while acting as an Interim CIO in selected accounts, as
required. The position required an in-depth knowledge of both financial (budgetary) management and operational
(Capital) planning to be knowledgeable of applications developed by McKesson, Eclipsys, Cerner, Meditech, IDX, and
others.
• Principle duties included providing solutions to clients requiring retirement of legacy systems in favor of 3 rd
party applications and the efficiencies each offered.
• As acting CIO for OSF Healthcare, Peoria IL. (2 years), designed and implemented Revenue Management,
EMR (Eclipsys), DRP, SLA development and monitoring, OCM, “score-card” development, managed vendor
contract negotiation, account management, effective management of staff. Aided in selection of permanent

• Successfully led the build out transformation for Martha Jefferson Hospital, VA, from legacy systems to
Cerner for revenue management and clinical patient records integrated with the McKesson Pharmacy
applications (the first ever achieved). Additionally, enhanced the data storage and document retrieval
capability through the introduction of EMC applications within the enterprise infrastructure and data center.
• Led the consolidation team including network, communications backbone, short haul and long haul
communications, systems security routines, and new data center for merger of systems for Denver
Children’s Hospital.

• Led the Data Center Transformation for Adventis-Pasteur Pharmaceuticals, Glaxo-Smith Kline, and
CVS/Medco industries.
• CIO for Phoenix Children’s Hospital (2 years), subsequently directing the implementation of the Revenue
Management application and related processes reducing revenue collections from 160 days to 25 days.
• Completed and designed the consolidation of applications for Lovelace Medical Center. The tasking
included the corresponding reduction in costs, the streamlining of the operational and responsiveness matrix,
and the reduction in cost savings associated with the operations by 45%.
DARPA (Defense Advanced Research Projects Agency), Washington, D.C. 1977 – 1990
Director- Real Time Imagery & Simulation Department
Managed and directed the Advanced Imagery Development organization for the creation of both real-time photo
imagery resolution as well as real-time graphic imagery.
• My team started the development of the Hemispheric Array Detector for Imaging (HARDI) systems.
The objective of the HARDI program is to exploit the optical, electrical, and mechanical properties of both
organic and hybrid organic/inorganic semiconductor materials along with innovative processing methods to
create a curved focal plane array that will allow the use of fewer optical elements and eliminate the need for
post processing of the image. Provided image capabilities for commercial medical devices.
• My team performed the initial research effort on the Parametric Optical Processes and Systems
(POPS) program. POPS components and subsystems would enable optical communications at data rates 10
times higher than then possible. POPS technology will allow all optical manipulation of high rate data streams
with a precision and flexibility not currently possible at that time.
• My team created Video and Image Retrieval and Analysis Tool (VIRAT). The overall goal of the
Video and Image Retrieval and Analysis Tool (VIRAT) program is to produce a scalable and extensible end-to-
end system that enables physicians to obtain greater value from imagery collected from various scanning
systems (X-Ray, PET, MRI, and CAT).
• I was responsible for the development of photo texture mapping on 3-Dimensional polygons for use in
representation of digital imagery collected from medical devices to aid in pre-operative planning.
