Time and Attendance System Project, Business Analyst

Time and Attendance System is a secure, highly flexible,

fully automated workforce management computer system

designed for New York City that replaces the time-intensive

and labor-consuming manual record keeping methods once used

by municipal employees throughout the city. This web-based

system serves 80 Mayoral and other Agencies of the City of

New York, such as NYPD, FDNY, District Attorney Offices,

NYC Police Pension Fund, Teachers Retirement System, Office

of Labor Relations, HPD, et al. with over 170,000 users:

. Provides objective and consistent application of

citywide compensation rules and policies as defined by

collective bargaining agreements.

. Automates the generation of pay and leave transactions.

. Automatically sends leave, overtime, and timesheets to

the appropriate supervisors for approval.

. Interfaces with Payroll Management System (PMS) for pay

and leave processing.

. Supports FLSA compliance, FMLA event codes, worker's

compensation, budget/labor tracking, midweek changes

(title, salary, pay status, etc.), and other citywide

compensation rules and policies as defined by collective

bargaining agreements.

I am involved in implementing of the Time and Attendance

System in multiple city agencies ranging from small (10+)

to large population (50, 000+).

Roles & Responsibilities:

. Establish close relationship between executives and

auditors, ensuring conformity with all regulatory

bodies.

. Designed a GUI interface to process multiple users

timesheet on a single screen. Added information about

employee's historical records (Title, Pay Type,

schedules, timesheet status, etc.). This has saved

tremendous amount of time for HR and employees.

. Work closely with the city agencies (HR Managers,

Timekeepers, IT department) to meet the deadline and

mitigate various risk and concerns.

. Gather and analyze client specific data coming from

different sources. Perform initial data analysis and

identifying discrepancies in data.

. Prepare reports based on surveys conducted with

clients.

. Conduct Gap Analysis to understand the current state

and the goal state of the system.

. Facilitate the Enhancement Control Board (ECB)

gatherings on a weekly basis, gave recommendations

regarding business critical enhancements to the upper

management during these sessions.

. Prepare Project plan using MS-Project for phase

implementation. Organize project related activities

e.g. project plan, resources, timeline.

. Discuss areas of improvement with clients and the

ways the new system will impact their current

American Home Mortgage was a leading nation-wide provider of home

loans and mortgages in all 50 states of US. My

responsibilities, as a Mortgage Documents analyst and

developer, consisted of:

. analyzing, in cooperation with the Compliance

department, specific requirements of each group of

states or an individual state for the package of loan

documents;

. translating specific document requirements into

business rules and functional specifications;

. creating document templates using sophisticated

proprietary software (UniFi);

. creating complex SQL views, embedded and ad-hoc SQL

queries, and elaborated stored procedures;

. designing custom COM components encapsulating calls

to the database, running SQL queries and stored

procedures, data retrieval and pre-processing;

. coordinating individual documents programming between

outside vendors and internal development team;

. leading Quality Assurance (QA) and User Acceptance

Testing (UAT) stages of development;

Used Fiserv UniFi Pro custom software for designing

document templates and individual documents hot linked to

the proprietary UniFi database. LoanSoft framework - a

sophisticated point-of-sale, origination, processing,

underwriting, and closing software - is used to create Web-

based and/or Client-Server user interfaces encompassing all

facets of the software functionality. Extensively used

VBScript, VB 6.0, and ADO for front-end interfaces and

middle-tier components. MS SQL Server is used as a data

repository within the LoanSoft framework.

Programmer in Astoria Mortgage Systems Department.

Extensively developed, tested and implemented new Mortgage

Software based upon Gallagher Millennium and NetOxygen

to specify and further define various business rules and

processes for Mortgage Lending activities.

. Created various dynamically loaded Web-based loan

documents using JScript coding in the NetOxygen

environment.

. Configured the Gallagher Millennium workflow subsystem

to the department requirements, including activities,

tasks, steps, and return states. Configured the Workflow

Folder, which displays the current activity and a list

of tasks that are associated with that activity,

organizing the actual work of loan processing into

process-based groups.

. Specified criteria for automatic generation of various

loan Documents, such as Federal Truth in Landing

Disclosure, Uniform Residential Loan Application, and

Mortgage Program Disclosure.

. Developed the outlines of the automatic system for

Documents Storage and Processing. Developed multiple

lending Documents specifications.

. Using VB6, SQL Server (embedded SQL and Stored

Procedures), and VBScript designed and developed new

automated mortgage lending Documents, such as Clear To

Close, First Payment Instruction, Closing Instructions,

Post Funding Suspense et al.

Products corresponding to the various bank mortgages.
