SGT, Inc., Lanham, MD October 2008 - Present

Director, Subcontracts and Procurement / Procurement Compliance – Manage a department of 16 direct

report procurement professionals in support of major NASA, NOAA, DOT, DOD and DOI programs. Manage,

review and approve subcontract and purchasing activity in accordance with Federal Acquisition Regulations

(FAR) and Agency supplements. Activity includes over 300 IDIQ Subcontracts (individually valued up to

$100M) and over 2,500 task orders for Time and Materials (T&M), Cost and Firm Fixed Price (FFP) type

agreements. Oversee procurement of flight and non-flight hardware on over 200 purchase orders monthly.

Developed government approved procurement program company-wide to include leading a team in

implementing enterprise software solution (CostPoint) for all procurement activity. Developed the company

FAR compliant Procurement Manual, forms, templates and sample file documentation and desk top procedures

handbook. Coordinate, develop and provide internal procurement training classes to procurement, program,

technical and management staff on all topics relating to the procurement cycle (pre-planning to close-out).

Actively participate in proposal development for new business. Developed and manages the vendor

performance evaluation program and company P-Card program. Serve as company competition advocate and

small business program liaison. Develop and administer Mentor-Protégé program. Maintain small business

statistics, complete subcontracting activity reports and subcontracting plans in accordance with agency

requirements. Responsible for review and tracking vendor invoice/payment activity for all subcontracts, task

orders and purchase orders. Major accomplishment includes successful Defense Management Audit Agency

(DCMA) - Contractor Purchasing System Review (CPSR), resulting in an approved purchasing system effective

January 28, 2010.

J.A. White and Associates, Washington, DC / Columbia, SC May 2006 – October 2008

Procurement Consultant – Developed individual company plans to prepare Government prime contractors for

a successful CPSR. Review government contractor’s procurement files, practices and written procedures to

ensure compliance with company policies, the FAR and other agency procurement requirements. Prepare

formal documentation outlining recommendations and corrective action. Provided file augmentation to ensure

all acquisitions meet FAR requirements and Contractor maintains or achieves an approved procurement system.

Implemented improvements to contractor procurement systems by providing training sessions, developing

accordance with DFAR/FAR, agency and company policies and procedures. Prepared consent packages for

Contracting Officer approval. Developed Request for Proposals, evaluated proposals and negotiated pricing and

terms. Supported Business Development on proposal efforts. Developed CPSR compliant file documentation.

Government prime contracts. Negotiated price, terms and conditions ensuring company and prime contract

requirements were met. Developed Teaming Agreements, Nondisclosure Agreements and Memorandum of

Understandings. Provided CPSR compliant file documentation.

Millennium Data Management, Inc. Aurora, IL April 1999- June 2003

Consultant/Owner for Woman Owned/HUBZone Small Business Concern - Provided consulting and business

management support to government and prime contractors by providing administration, procurement support,

contract close-outs, SBA certification applications, small business development, training and seminars, and

government proposal development. Major accomplishment included award of Veterans Administration (VA)

prime contract for medical administration support services .

Information Support SVRS / Columbia Services Group

West Chicago, IL / Fairfax, VA December 1993 – April 1999

Business Manager for 8(a) firm (May 1996 – April 1999) In support of prime contract with the Department of

Energy provided on-site contract and project administration. Developed cost, technical and administrative

proposals for contract modifications on major projects. Developed and maintained project and task budgets.

Monitored labor hours and contract cost and prepared reports for submittal to DOE. Managed contracts,

purchasing, subcontracts and accounts receivables for the project. Served as administrative liaison between

company and DOE Contract Specialist and Contracting Officer Technical Representative (COTR). Prepared

DCAA indirect cost rate proposals for each fiscal year. Negotiated and prepared all documents for final contract

close-out.

Black Lung Program, performed contract and subcontract administrative support. Prepared solicitation
