IT Consultant - Sr. Programmer/Analyst 1985 - 2004
Consulting for Fortune 500 Insurance and Financial Services organizations with
highly distributed environments and fluctuating priorities, I followed directives to
lay intricate and detailed plans, effectively and efficiently implementing cross
platform priorities. Worked with all levels of management and user interface to
discern appropriate actions, often in rapidly evolving environments, obtained user
requirements and designed automated systems.
Designed and created relational databases, extracted, manipulated and merged
data, designed reports and feed generations. Designed, coded and tested
interactive user interfaces for online data entry, capture, ad hoc and structured
government reporting using SQL, COBOL, CICS, Fourth generation languages,
various technologies, protocols and file structures.
Citibank, Citigroup
My primary responsibility was information collection in preparation of
incorporating remote Credit Card Decision Systems into a singular, standardized
system. Data from remote locations in their existing forms was necessarily
archived in a retrievable format to allow for legally required submissions on
historical decisions. I prepared the data and archival processes, wrote
documentation enabling others to locate specific data and the requisite steps for
retrieval and utilization. I fully supported this system.
My additional responsibilities were related to the increased security risk of
compromised personal data within the general population and environment. Data
was received in various formats in order to quickly incorporate at-risk social
security numbers, names, birthdates and addresses into an interface for the
decision systems to provide additional security on Credit Card requests for
compromised individuals. Attend Project Management meetings for examination
of all documents pertaining to the retirement of the Hagerstown facility and
incorporation into Dallas System.

Testing Y2K modifications was my responsibility. Data mining was used to extract
and create a wide range of use-cases for this parallel production environment
with dates ranging over a six-month period, encompassing 12/31/99. I created
the test environment and provided sole production support remotely. Control-M
was used for batch scheduling.

My initial project was to develop an online system CICS/VSAM for check
verification. It was implemented quickly without issue. Based upon my
performance I was given responsibility for production support on CDS.
Continuing problems were present due to non-standardization of check printing in
a distributed environment. When operational issues occurred on at one physical
location, four systems were halted and a high-priority situation was imminent.
Analysis of the problem required immediate, full attention and client-facing
communication with a mix of technical and clerical resolution ensued.
Documentation afterward was of limited assistance in prevention of future issues
and modification to the overall system was indicated.
Analysis of the core processing in the installed batch system was precarious as
modification to the purchased, Assembler-written code was not the best idea
based upon the number of interfaces established. I developed a creative solution
to the problem and the system was vastly improved with minimal down-time
afterward.
Because of my success with the ISA system, my responsibilities were increased
to perform analysis on all proposed enhancements and interfaces to the cash
disbursement system.

Reserve Life Insurance Company
RLI had acquired a financial entity which controlled a manual system of
approximately 1500 Individual Retirement Arrangements (IRA) and Simplified
Employee Pension Individual Retirement Accounts (SEP IRA). Three to five
clerks historically handled all transactions and reporting. I gathered information
on their manual system via personal interview and then performed a systems
analysis in order to automate the system to interface with RLI’s LIFE70 annuity
system. Automated preparation of 1099-R’s were required for reporting of
distributions.
I served as client-facing developer to design the online/batch system using
COBOL/CICS and VSAM file structure, again using Agile Software Development
methodology. I was Project lead and coordinated the process with Reserve Life’s
SME. I wrote program specifications for batch processes, which junior
developers coded and I coded the online programs, developing use-cases with
the client for testing. The project was fully implemented within the 6 month
planned time frame.
USLIFE
Standardized processes were implemented to handle centralized processing for
four life insurance companies which had been acquired by USLIFE. The majority
of the insurance and financial systems had been standardized prior to my
graduation from their Systems Development Engineer (SED) training. Tax
reporting was still a partially-manual system. A printed report was created each
year in January and mailed to the individual companies where clerks modified the
list and returned it with corrections. The updated list was used as input for a
reporting program that created the 1099’s for mailing.
Agile methodology was utilized with Business Process Modeling to design a
system for interfacing the processes with a newly developed CICS/VSAM
system. Extraction of the data had to be modified to meet federal reporting
changes This allowed the individual companies to update their 1099’s online. I
used the updated files to create a single tape for IRS submission.
My second client-facing developer project for USLIFE required me to design
code and test the CICS/VSAM portion and lead two junior programmers in the
batch portion. A centralized system was implemented on time for all four
companies.
