SR. COST ESTIMATOR/ PROJECT CHANGE ANALYST/ELECTRICAL DESIGNER

Expert in the Estimating and Management of Construction Systems

Senior Construction Estimator providing Estimating Services, Cost Control,

Value Engineering, Schedule Analysis, Claim Analysis, Claim Resolutions,

Change Order Negotiation, and an Electrical Technical Advisor with a proven

Progressive in-depth experience in design, knowledge and understanding with

direct experience as a Construction Cost Estimator in all CSI divisions but

in particular to MEP; developing estimates for capital projects, prepare

preliminary designs and layouts for estimating costs of power systems,

Instrument/control, communications, date, fiber optics, SCADA, transmission

line, underground and submarine cable projects. Provide in-house

construction cost estimation support for streamlining the Basis of Design,

and to assist with the assessment of general contractor's cost submissions

working on state, government, federal, and private sector projects CIP's.

Provide and execute stalwart estimating knowledge and techniques to aid in

the preparation and development of detailed cost estimates ranging in

accuracy from Rough Order of Magnitude (ROM) to Definitive. Work closely

with Administration and Engineering to provide swift and consistent

construction cost information to assist with the assessment of design

options, directions, site selection and assist the analytics team with

their assessments. Analyze and control activities including adding missing

or undefined scope, scheduled development, man-power curves, maintenance,

and monitoring activities for all construction CSI disciplines. Act as the

technical advisor to with the assessment of the general contractor and sub-

contractor construction cost submissions such as final contract price

quantum, including Engineering, Design, and Construction Changes. Perform

Site Investigations, Cost Studies, Q.A./Q.C., Constructability Reviews,

Value Engineering, Feasibility Studies and Evaluations. Collate and store

all existing construction costs incurred to date on the program in a form

accessible and usable by all departments.

Utilize current techniques, market pricing and customized forms, etc., for

methodical quantity takeoff and reviews. Prepare quantity takeoff and enter

line items into computer data base or other electronic file with pre-

established and/or non-scheduled unit pricing material and labor costs.

Develop pricing for non-scheduled line items. Ensure work is completed as

scheduled. Support project organizational and administrative activities;

participate in planning, estimating, scheduling, tracking, monitoring and

control of projects. Assume lead role in the estimate CPM schedule reviews

and presentations of projects. Provide and support data and cost analysis.

Review and update schedule progress and expenditures against project plans

and budgets. Analyze project costs to identify problems and make

recommendations to assure conformance with available funding sources.

Review design and construction Critical Path Method (CPM) schedules to

ensure conformance with project delivery requirements. Review and process

design and construction invoices and assure that each is correctly applied

to the appropriate WBS. Comply and present reports on project

accomplishments and progress. Assist in the preparation of fiscal year

budgets, final project cost reports and close-out of projects. Familiar

with procedures for scheduling engineering/construction of projects,

estimating and cost control. Analyze project costs to assure conformance

with available funding sources by utilizing the "Earned Value Management"

(EVM) method and applied the EVM as an early warning of performance

problems and to confirm contractor's monthly billings, Improve the

definition of project scope, prevention of scope creep, communicate

objective progress to stakeholders. Combine excellent engineering,

technical, analytical, estimating and project management qualifications

with demonstrated achievement while reviewing and assessing design on time

and within budget for accuracy and scope of diminutive to mega projects.

Utilize stalwart Offensive, Defensive Claims (including extensions), and

Change Order Management Skills to reconcile, negotiate, perform independent

estimate side by side comparisons, and analyses by interpreting schedules,

other impacts and to become intimately familiar with the Change Order

submissions by studying the construction documents and correspondence

relating to the change. Perform due-diligence by investigating for previous

associated past or present changes, duplications, non-entitlements. Perform

independent field investigations involving the change to determine the

exact change and impacts for merit and accountability; which then produces

an independent estimate. Evaluate and verify contractors' change proposal,

and then produce a side by side comparison with the independent estimate to

easily identify the differences. Conduct scope sessions with the

contractors involved, concluding with an agreement to scope. Verify

contractor's material, labor, sub-contractor, vendor, supplier, equipment,

per diem and other costs associate the change. Obtain independent

quotations' as required, obtain invoices as required to justify costs.

Verify changed work performed prior to settlement of the change through

visual inspection, contractor and inspector daily reports, and contractor

invoices as required. Verify work in previous changes was provided and

installed according to agreed scope. Prepare claims analyses and estimates

for negotiations through Research and Evaluation of Impacts to Build and

Substantiate Defensive and Offensive Claims. Practical Field Installation

Experience of 15 years. Familiar with procedures and the creation of

schedules for the engineering and construction of projects, estimating and

cost control.

QUALIFICATIONS

. Design and estimate construction projects throughout the continental

U.S., Alaska, Qatar and the South Pacific.

. Provide estimating knowledge and techniques to aid and support the

preparation and development of detailed cost estimates

ranging in accuracy from Rough Order of Magnitude (ROM) to Definitive.

While working closely with ADM and DCE to provide swift and consistent

construction cost information to assist with the assessment of design

options / directions.

. Preparation of estimates ranging in level of precision from ROM to

definitive.

. Evaluate drawings, site surveys, existing estimates, site conditions and

other available materials and determine the project cost estimate of

multi-discipline projects ranging from communications systems to heavy

marine within a level of accuracy commiserate with the level of project

design.

. Communicate the estimate and supporting documentation to a multi-

disciplined audience.

Ability to quantify with adequate detail and provide well organized

estimate detail with reasonable baseline unit pricing for all divisions

of work.

. Proficient in creating and reviewing internal general conditions cost

estimates. Establish a plan for allocating base project general

conditions and cost of work general conditions.

. Solid understanding of common contracting methods, able to understand

risk and reward of each.

square foot data center including Heavy Civil/Site/Utilities, multiple

Auxiliary Buildings, Data Halls, 8,000 Tons of Cooling, 300 MVA Power

Generation, (2) 150 MVA 138 kV - 34.5 kV Switch Yards, Substations and

Transmission Line (OH & UG). Estimating all CSI Divisions (including

MEP).

. Data Center, - (Continental U.S.) Solely responsible for saving the

Project $4.8 Million through the Value Engineering of the FM 200 fire

suppression agent and system by redesigning to a FE-25 (ECARO-25)

suppression agent and system.

. Data Center, - (Continental U.S.) Sole Senior Estimator / Senior Cost

Engineer and Technical Expert to the US Army Corps of Engineers for

1,000,000 SF Data Center responsible for the ICE design and estimate of a

"COPS" rated facility, for the MEP systems including a FM 200 with

Phoenix fire suppression system, Vesda Early Warning Detection System,

Fire Alarm, and Hydronic CRAC Cooling System.

Estimator / Senior Cost Engineer and Technical Expert conducting scope

secessions' and change negotiations. Current change negotiations for the

consolidation of heavy metal clad switchgear, where the contractor

submitted a $1.5MM credit. Through my technical knowledge, expertise and

advisement, through the scope negotiations the contractor, revised his

credit back to the client for $6.8 MM +.

. Data Center, - (Continental U.S.) Project Costs $1.2 Billion. Sole Senior

Estimator / Senior Cost Engineer and Technical Expert performing an

Independent Cost Estimate and conducting scope secessions' and change

negotiations for changing of the Delta T from 12 to 24 in the Data Halls

the Contractor proposed an $1.5MM credit. Through my conducting of my

current scope negotiations, technical knowledge, and expertise it is

anticipated that the Contractor will revised his proposal to credit back

to the client for a value of approx. $3.0 MM +.

. Sea-Tac International Airport - Concourse A, Baggage Handling Systems w/

100% Security Screening -2001-04 Design Build and with the knowledge of

estimating concepts and procedures for preparation of the estimates. I

performed a design build estimate for the Baggage Handling Systems w/ 10%

engineered drawing and created a detailed design and definitive estimate

for the C-60 & C-61 Baggage Handling System change. The estimate, had

accuracy with a range of .36% in comparison with the Contractor bid

proposal. Project Cost $55.0 Million

. Sea-Tac International Airport - South Terminal Expansion - 2001-04

Project Cost $568 Million Reconciled, Negotiated, and Determined

Entitlement for Divisions 1 through 17. Of the $53.7 Million Contractor

submitted Change Order Proposals for the 2 Million square foot new and

remodeled facility I saved the Client $29.4 Million or 54.7% through my

knowledge, skills, due-diligence performances, claims analysis, and

negotiations.

. Dulles Corridor Metrorail (Vienna, VA) 2009. Project Cost $5.2 Billion

Of the resent four (4) Contractor submitted Change Order Proposals

totaling $14.0 Million for the Project stated above, I saved the Client

$8.0 Million or 57.14% through my knowledge, skills, due-diligence

performances, and claims analysis.

. Dulles Metrorail - (Vienna, VA). Solely responsible identifying and

producing the recovery information of a $15.0 million plus a 203 day

schedule savings Value Reduction for 72,000 LF (1.1 Million sf)

structural cast-in place concrete footing and retaining wall redesign

made by the contractor for return to the client.

. Washington Dulles International Airport - Main Terminal, Automated People

Mover, Baggage Handling Systems, Security, Fuel Tank Farm - (Sterling,

VA). Project Cost $1.0 Billion. Of the $60 Million Contractor submitted

Change Order Proposals and Defensive Claims for the 2.5 Million square

foot new and remodeled Terminal facility, I saved the client $23.0

Million or 38.3% through my knowledge, skills, due-diligence performance,

claims analysis and negotiations.

. Terminal /Concourse Addition and Remodel, JFK International Airport; New

York, NY - 2008

Chief Estimator From a sketch and architectural rendering I designed and

performed a relatively definitive estimate all disciplines for a 2.7

million gross square-foot new airport terminal/concourse expansion and

remodel of existing structure including 33,000-lineal-feet of baggage

handling with 100% screening, 18 New Gates, AOA, Fuel Tank Farm, Landside

Roadway resurfacing, New Terminal, Land & Airside Connectors, Temporary

Work, Site Logistics, Premium Time, Temporary Facilities, Escalation, and

General Conditions . Project Cost - $3.4 Billion.
