SUMMARY
Retired Lieutenant Colonel, United States Army with 25 years of active duty
experience in Chemical, Biological, Radiological, and Nuclear (CBRN) operations,
management and training. Last assignment as Chief, Domestic Plans and Operations,
United States Army Nuclear and Combating Weapons of Mass Destruction Agency
(USANCA) Department of the Army. Career encompasses a range of experiences from
positions as: Senior CBRN Officer 82d Airborne Division, responsible for the CBRN
advice, training, preparedness and CBRN Budget management of 12000 Paratroopers;
Lead for two years of Congressional Nunn-Lugar-Domenici Domestic Preparedness
Federal Exercise Program; Deputy Commander/Operations Officer of the Army
Chemical Biological Rapid response Team (CB-RRT), an integrated Army capability
required by Nunn-Lugar-Domenici Act; and as Aide and Executive Officer to the
Program Manager for Chemical Demilitarization.. Highly experienced in all aspects and
sensitive areas of Chemical Biological and Nuclear Operations, Defense Support to Civil
Authorities (DSCA), operations support, training, planning, evaluation and analysis.
Hands on experience in Army Nuclear and Chemical Surety Programs, Projects and
human resource management. Possess’ a current TS/SCI clearance with Critical
Nuclear Weapons Design Information (CNWDI) access.

Chief, Domestic Plans and Operations, United States Army Nuclear and
Combating Weapons of Mass Destruction Agency (USANCA), United States Army
Staff.
• Agency lead on all NORTHCOM Concept Based Analysis (CBA) development for
the Home Land Defense Civil Support (HLC/CS) and Chemical,
Radiological/Nuclear, and Explosive (CBRNE) Enhanced Response.
• Force Package (CERFP) Tactics, Techniques and Procedures (TTPs)
requirements development.
• Coordinated and assisted with development of Plans and Missions integrating
AMCs Service Response Force (SRF)) into NORTHCOM and USARNORTH
plans and training reflecting current Civilian and DOD doctrine.
• Assisted Army Staff Offices and Commands updating current Army Nuclear,
Chemical and Biological Surety Regulations and policies reflecting re-established
programs and future requirements.
• Agency Domestic Response Programs Operations and Planning lead for
integration of military support to Consequence Management (CM), Defense
Support to Civil Authorities (DSCA), and Homeland Security Missions.

CBRNE personnel assignments within Division.
• Managed and coordinated the reorganization and refit of Division CBRN

Combat Team Development.
• Directly responsible for management of 14 senior CBRN personnel section and
120 personnel Chemical Company to include manning, budget management and
training requirements.

Operations Officer/Deputy Commander Army Chemical Biological Rapid
Response Team (CB-RRT) .
• A robust and integrated Army capability required by the Nunn-Lugar-Domenici
congressional mandate in support of a Geographic CINC, JSOTF, designated
Joint Task Force or in direct support of a Lead Federal Agency.
• Coordinated and synchronized DODs technical assistance, (medical and
nonmedical) to support Federal Lead in both Crisis and Consequence
Management of a WMD incident or designated National Security Special Event,
(NSSE).
• Domestically focused, but responsive worldwide, the CB-RRT was task organized
and composed of members of the Armed Forces and employees of the DOD with
specialized chemical, biological, medical and explosive ordnance disposal
expertise to aide Federal State and Local officials in the response to, and
mitigation of incidents involving WMDs.

Federal State and Local Exercise Program, Nunn-Lugar-Domenici, Defense
against Weapons of Mass Destruction Act. A Federal exercise held annually for 5
years involving, Federal, State and Local agencies and their response s to WMD
events.
• Coordinated closely with key Federal Departments and Agencies (DOD, DOE,
FBI, FEMA, PHS, and EPA) with responsibilities within the act. State and
Territorial Governments and Emergency Response Communities receiving
training and involved in exercises.
• Lead for Final exercise covering multiple time zones involving Federal
Government Agencies, eight States and five US Territories: Idaho; Montana;
Wyoming; North Dakota; South Dakota; Delaware; South Carolina; West Virginia;
Puerto Rico; American Virgin Islands; Guam; Saipan and American Samoa.
• Lead for forth year exercise which combined with initial Top OFF Exercise in New
Hampshire.
• Deputy to MG (ret) Donna Barbisch for third year exercise involving Government
of New York City, responsible for budget, contract management and daily
operations.
