Millennium Corporation is a 60-person professional services and management solutions partner offering integrated

business solutions to every branch of the Department of Defense, as well as the Department of Homeland Security, and

other federal agencies. Services provided include: logistics; contract management; program management; construction;

change management; Lean Six Sigma training/consulting; threat assessment and penetration testing; and, simulation and

modeling.

As the Proposal Manager, holds the overall responsibility for establishing, leading, planning, organizing, direction, and

ensuring effective proposal center operations in support of the Business Development (BD) department. Plans and

executes proposal development assignments ensuring timely, accurate and high quality proposal delivery through the use of

capture and proposal teams. Directly supervises a team of employees in developing proposal response documents such as

the management, technical, and past performance volumes. Works closely with team on all aspects of the proposal process

including analyzing the RFP, directing proposal reviews, technical evaluations, planning and scheduling, quality reviews,

and managing follow-up questions and communications. Establishes and manages the proposal development center,

coordinating information and resources obtained from various functional groups to meet proposal requirements, schedules,

and milestones. Works closely with other departments to obtain resources and information necessary to develop and finalize

proposals. Establishes proposal development center plans and milestones and manages adherence to capture and proposal

plans and schedules. Develops controls systems and reports that accurately measure progress and identify potential

problems in sufficient time for corrective action to be taken. Works across boundaries and orchestrates actions by directing

the performance of proposal development teams and functional task elements such as reproduction, IT and administrative

functions. Focuses on the customer’s requirements and acts as primary contact on proposal development status. Makes

decisions, in conjunction with the Vice President of BD and/or Capture Manager, and sets the course by providing strategic

direction and establishing goals. Sets the highest ethical standards for self and others. Responsible for strengthening the

infrastructure of the BD department and training the BD staff and executive staff on a formal proposal process that is based

upon the Shipley method.

As the Capture Manager, responsible for identifying, developing, and winning new business within the Federal market.

Responsible for new business capture management, market analysis, strategy development, managing the execution of the

strategy, and monitoring progress toward organizational objectives. Oversees teaming decisions, pricing and win strategies.

Included are strategies for teaming, solution (technical, management, and cost) development, and proposal

staffing/development. Responsible for improving capture win rate, through continuous improvement of capture best

practices execution. Collects and accurately, and objectively, presents business opportunities at management reviews to

facilitate good business decisions by executive management.

logistics, administrative, IT, engineering, program, management, and C4ISR services to the U.S. Navy, U.S. Army, and the

Johns Hopkins University’s Applied Physics Laboratory.

Sole proposal representative within GRSi’s Business Development (BD) Group, responsible for preparing technical

proposal submissions from cradle-to-grave. Works closely with existing and prospective clients to develop partnering

relationships in support of identifying government engineering, program management, logistics, and Information

Technology (IT) contract opportunities. Develops relationships with subject matter experts (SME) from teaming

companies to support business development and proposal preparation and works closely with corporate recruiters to staff

positions in preparation for contract and task order award. Strong focus on analyzing and evaluating Requests for

Proposals (RFP), Requests for Information (RFI), Statements of Work (SOW), and Sources Sought notices, and providing

feedback to the BD team in order to make a Go/No-Go decision. Manages all aspects of proposal development, to include

writing, editing, formatting, reviews, team coordination, schedule determination and enforcement, knowledge sharing, and

archiving. Responsibilities also include preparing lists of RFP requirements, developing proposal management plans,

compliance matrixes, and data calls, assigning and directing the writing assignments of team members, tracking all action

items and assignments, contacting proposal team members, communicating with SMEs, disseminating information amongst

the team members, leading Kick-Off Meetings, and participating in development meetings. Activities include developing

proposals templates, being the coordination point for proposal team members, writing and copy-editing sections of the

proposal, and ensuring that all the completed writing sections comply with RFP requirements, contain appropriate win

strategies and win themes, and comply with the company's format and style criteria. Also coordinates and executes all

production requirements, including the transfer of files, routing of folders, maintaining the records management system and

the timely turnaround of work. Ensures that communication flows smoothly between SMEs, proposal team members,

Program Manager, Assoc. / Proposal Coordinator - PMO

Lead Associate Program Manager (PM) within the Program Management Office (PMO) for $400m IT contract (ITISS)

supporting the U.S. Department of Energy, which eventually transitioned to RSIS’ joint-venture company, Energy

Enterprise Solutions, LLC (EES). Responsibilities included performing and managing complex administrative, financial,

and analytical tasks; performing financial analysis and budgeting; developing and tracking the annual financial plans for

118 technical and administrative sub-tasks; coordinating proposal efforts and assignments; and, providing PM development

and support, human resources support, and corporate/vendor relations management. Provided analysis of program plans

and performance reports to ascertain level of success in meeting objectives. Tracked funding and financial modifications.

Maintained all records related to the contract’s SOW, budget and finances, employees, and PMO. Streamlined PMO

processes. Held complete responsibility for the day-to-day office management of the 77 person off-site client and program

office. Managed administrative and inventory staff, as well as the contract’s security office. Responsible for managing

several simultaneous administrative and financial projects to include reviewing and approving A/P. Interacted with

employees, sub-contractors, principals, vendors, and clients with respect to financial planning, A/P, A/R, human resources

management, corporate policies and procedures, recruitment, payroll administration, facility management, and security
