Continuous Process Improvement Analyst

. Manages E84's Corrective and Preventive Actions Program (CPAP) which

is used to accomplish the following:

- Ensure E84 consistently meet Quality Standard, ISO 9001-2000

requirements.

- Assist management in establishing annual Key Process goals.

- Identify and correct nonconforming processes and first-time quality

shortfalls as defined by the end user.

- Follow-up with the end user to verify corrective actions were

effectively implemented.

- Create a long-term focus on preventive actions that mitigate the

risk of occurrence of problems, thus, providing the highest level

- Validate the effectiveness of our Quality Management System by

results:

- Reduced the administrative burden of our safety Tag-out process.

This was accomplished by removing redundant requirements contained

across 6 governing documents and consolidating the remaining

content into 1 procedure.

- Identified non-conformance with the monitoring and auditing

processes mandated by the Navy and required by the Tagout Users

Manual (TUM).

- Identified personnel weaknesses relating to performance

expectations of our Test Engineers within our Key Processes. This

resulted in establishing guidelines and expectations for Test

Engineer performance that were utilized to develop competencies for

the training group.

- Reduced the administrative burden of our safety Tag-out process.

providing fact-based process descriptions as a basis for

. Spearheaded the development of a centralized data collection

repository for trending problems at the Human Performance level

obtained from Shift Test Engineer logs and the QID Q-1046 (QPS)

database. This allows us to trend problems at an individual,

platform, or departmental level as well as the associated Key

. Developed a new method of collecting and assessing Engineering Test

Procedures, allowing us to track the "cradle to grave" history and

Urinalysis Coordinator computer based training (CBT) course and the

revision of our 3 classroom based courses ensuring we met all training

requirements. The new CBT course increased our number of personnel

trained from just over 300 in 2005 to over 2300 in 2006.

. Maintained prescribed standards for curricula design and revisions,

testing, training support, instructor performance, and

internal/external evaluations.

. Oversaw the revision of our formal training courses to meet set

deadlines established by the Navy. The following are the results:

- Seamless course revision. No courses were cancelled or schedules

impacted, allowing us to continue to meet our training mission and

support the fleet.

- A 30 percent increase in annual student throughput.

- A significant reduction in training man-hours.

- Saved the Navy thousands of dollars in contractor costs to perform

the same function.

. Developed and implemented a test item analysis tools and end of course

online survey program used to determine curriculum improvement

requirements.

. Conducted workshops and seminars on the proper use and deployment of

the Navy's latest urinalysis software program to over 500 personnel.

. Provided guidance, consultative services, workshops and technical

support to commands worldwide via teleconferences, direct-site visits,

EXCEL that helped my team track active from closed jobs. This

produced the following results:

- Eliminated duplication of paperwork by 50%.

- Reduced of the number of personnel required in the detachment from

27 to 13.

- This allowed for easy archiving and retrieval of closed jobs when

required by higher authority for technical reviews, audits, and job

validation.

. Analyzed and assessed active job discrepancies and determine

corrective actions required, managing all mission essential work

orders from start to completion. Result:

- Reduced the number ship repair work orders open from over 400 in

September 2002 to fewer than 30 in January 2004.

. Conducted focus group sessions with staff personnel, identifying the

. Using AIM II software, I designed two new, 4 month long courses that

produced the following:

These combined efforts saved the navy $250,000 in outsourcing costs.
