Nearly 30 years of experience leading, managing, and training diverse

organizations to meet operational and administrative required milestones

and deliverables. Recent examples:

. Developed, planned, stood up, matured, and led a new organization

responsible for all Department of Defense diving and explosive ordnance

disposal training. 500 employees, 2800 students per year, $17M annual

budget.

. Led a diverse force of 10,000 military and civilian personnel in combined

and joint operations throughout Iraq, Afghanistan, and Kuwait.

. Led and conducted multi-faceted compliance assessments and inspections of

organizations throughout Central and South America. Topical areas

included financial, administration, logistics, communications, and all

internal control processes.

Team Building/Problem Solving:

. Commanded Navy units at every level up to the major task force. Gained

experience from leading small detachments at the tactical level up to the

largest task force in the Central Command's area of operations.

. Stood up two new organizations, one a large training command and the

other a combat command. Each required a well developed vision,

organizational changes, long range budgetary and administrative plans,

consistent direction, and consensus building.

Financial Management:

. Developed all aspects of, prioritized, and was responsible for the

programming, budgeting, and execution of annual budgets up to $100M.

. Conducts multi-faceted compliance assessments, inspections,

investigations, and inquires of units assigned in the Southern Command

continuum for the Navy Explosive Ordnance Disposal and Navy Diver

communities. Created new enlisted ratings, force structure, career

training pipelines, and Personal Qualifications Standards (PQS)

U. S. Navy member, HSI/Training Integrated Product Team, Joint Improvised

Explosive Device Defeat Task Organization, Washington, DC. 2006 - 2007

. Led multi-service effort to identify, fund and deliver operational skills

required by U.S. forces for Counter IED campaigns in Iraq and

Afghanistan. Worked with all services and defense agencies, evaluated

government and vendor proposals intended to neutralize the IED threat.
