& D, Technical and Construction and Development projects, including special projects.

Summary of Projects and Project Management:

Complete Installation of New Television Facility serving California's San Joaquin Valley

(Channel 49):

• Managed Design, Development, Construction and Operations Installation of TV New

Station, including Monitoring and Control facilities.

• Project performed within projected timeline of 2 1/2 years and 20% under budget.

• TV Station include transmitter facility and antenna on Bear Mountain and two studios

in Fresno and Visalia areas.

• Coordinated and obtained multiple approvals from local, state and federal

governmental entities for project.

• Managed design to build A & E and Construction field contracts with prime contractor

and subcontractors.

• Managed Consulting Contract with Federal Communications (FCC) Consultant on

entire project.

Complete Refurbishment of Caltech/JPL Space Simulator Facility, Chamber and Mirror:

• Managed 2 year A & E and 3 year Construction prime and related subcontracts for all

work.

• Project performed in required 5 year time frame and within budget.

• Project was for state-of-the-art redesign and upgrade to facility involving complex

telecommunications work on all master controls, electrical, electronic, cryogenic,

vacuum technology, power supply, and building modifications to accommodate

complete new test facility and monitoring requirements. Facility is one of a kind for

Space Simulation testing of larger space probes. Performed field review visits and

subcontracts review on subsystems.

• Managed A & E and Construction contracts and subcontracts for refurbishment of 24'

Mirror, New Building for Mirror Refurbishment, and Transporter to move mirror

to/from Building and chamber. Unique processes and tools used to accommodate

grinding, polishing and plating to new state-of-the-art mirror.

Managed Multiple A & E, Construction, Support, Service and Supply Chain Contracts;

• Prime and Subcontract Administrator for Commercial and Governmental Projects.

• Supply Chain Management for HQ EASTAF, USAF (Military Air Command - MAC)

and McGuire AFB Base Procurement Offices. Administered prime contracts for

worldwide Commercial Contract Airlift in support of MAC.

Managed Contract Management Group for construction contracts and service contract

support to McGuire AFB complex.

• Served as Materiel Manager for Corporate Agreement and Support and Services

contracts for all groups and subsidiaries of all Hughes Aircraft (Raytheon). Served as

Transportation Advisor for Corporate Auto, Truck and Support Vehicle fleet

Acquisitions and Administration.

• At Caltech/JPL served in the Business Opportunities Office as Small Business Advisor

for Small, Small Disadvantaged, Women Owned, Veteran Owned Businesses wanting to

do Business with Caltech/JPL. Served as Liaison Office for these businesses with JPL

personnel and large business subcontractor personnel to achieve and exceed goals.

During my tenure, this office was twice awarded the prestigious Small Business

Administration "Eisenhower Award" for its outstanding nationwide small business

program.

• Negotiated and administered A & E and construction subcontracts in support of

Facilities and Construction for entire Jet Propulsion Laboratory site and also for JPL

facilities at Goldstone Deep Space Communications Facility, Mojave Desert and for

NASA Dryden, Edwards AFB.

• Served as Administrator and Manager for Non Profit organization of 800+ employees.

Construction & Contracts, Employee Benefits, Finance & Administration, Insurance &

Investments and Real Estate for 100+ education & business entities.
