* System development: 2003 Computerworld Laureate for his work as System

Architect. Designed client server application, programmed middle ware

components, deployed application to 1,500 users and to 5 different sites

in Europe and the US. DISA accreditation, firewalls, cross domain

problems all were solved for implementation.

European Programs, Program Manager - Stuttgart Germany (February 1999 to

April 2009)

* As a technical manager, managed, directed, developed, tested, deployed,

and maintained the Theater Security Cooperation Management Information

System (TSCMIS). Program manager since September 2001.

* Full life cycle, from inception, prototype, beta, delivery, expansion,

maintenance, then replacement with a web based application.

* Served as System Architect, designing TSCMIS as a COM+ client/server

application that spanned 6 local area networks (LAN) and available on the

Secret Internet Protocol Router Network (SIPRNet): database design and

administration, Visual Basic and SQL programming and analysis, wrote

security accreditation documents and designed system to adherence to U.S.

Government security standards.

o Designed Web Parts for SharePoint implementation

o Designed and developed XML import that supported import from of

data from 50 sources

o Designed and implemented XML standard for data import/export

o Wrote standards for using application through a firewall

* Additionally, oversaw operational control of 5 contracts in Germany and

Italy. Duties include: reviewing, leading, and supporting multiple

contracts, interacting with clients, and providing guidance and

management to staff.

* Responsible for all phases of contracts from proposal, win,

implementation, hiring, life cycle management, reporting, financial

reconciliation and invoicing, and task order conclusion.

* Supervises 25 technical staff which includes hiring staff, relocation

with their families overseas, gaining TESA status for staff.

* Increased TSCMIS income from $600K to in excess of $2.4 million per year.
