Senior Leading Safety and Service Manager
- Developed and organized a Quality Assurance Inspection Program to
ensure correct implementation of newly designed cranes. Implemented
technical inspection and safety criteria to ensure 100% completeness IAW
OSHA and ANSI standards.
- Performed OSHA Compliance Technical Inspections, repairs,
modifications, and provided service support to MAJOR industries in the
southeast United States. This includes electrical, air, and hydraulic
systems.
- Established and maintained a Planned and Corrective Maintenance
Action Program to adequately protect various equipments which resulted
in annual cost savings of $10,000.
- Developed and implemented specialized safety training for crane and
hoist operators for 15000 students.
- Organized and implemented an extremely complicated overseas repair
and test for cranes onboard a United States Navy Submarine Tender with
completion of the task in half the allotted time. All departments of the

inspection strategy.

Leading Senior Chief Petty Officer/Division Safety Officer
- Supervised 65 military/civilian technicians supporting MK 48/ADCAP
torpedoes, ammunition, pyrotechnics, ANIBST-I buoys, 5"
countermeasures, and associated ancillary equipment. Provided SubSafe
Quality Control Technical Inspection and Safety Training criteria to
ensure 100% readiness.
- Responsible for the control and disposal of all Hazardous Materials.
Provided training for all personnel on hazardous material spills and
clean up procedures.
- Developed and implemented specialized Tomahawk Cruise Missile
training for 84 employees.
- Maintained 4 small arms & two torpedo/missile magazines with
OUTSTANDING annual technical inspection results with zero deficiencies.
- Organized and implemented a cost savings plan with all vendors that was
developed and used base wide. The Chief of Naval Operations approved
this, and ultimately was a major tool used by the Department of the
Navy and Congress for eliminating fraud, waste, and abuse.

Tactical Weapons and Fire Control Supervisor/Squadron Safety Officer
- Served as a Tactical Readiness Examination Technical Inspector and
Safety Officer on Fourteen 640 Class Submarines, improving crew
readiness through training.
- Managed Replenishment, Refit, and Technical Inspections of the Torpedo
Weapons System on board 14 FBM 640 Class Submarines. Co-ordinated the
control and disposal of hazardous materials for all units.
- Saved $2.6 million by replacing broken torpedo handling equipment
with recycled parts.
- Developed a regional training program on torpedo preparation,
rigging, loading/offloading, and technical inspections.
- Researched and composed ordnance management and administration
improvements that were incorporated into Conventional Weapons directives
by the Commander Submarine Force Atlantic Fleet.
TRIDENT REFIT FACILITY - NAVAL SUBMARINE BASE, KINGS BAY, GA. 1992 - 1993

- Lead 43 civilian/military technicians managing the Mobile Submarine
Simulator (MOSS), AN/BST-1, and Countermeasures Set Acoustics (CSA)
systems for all 640 class and Trident submarines. Provided SubSafe
Quality Control Technical Inspection and Training criteria to ensure
100% readiness.
- Corrected major deficiencies in conventional weapons qualification
and certification programs, planned maintenance system, special tools
accountability, and MOSS accountability.
- Developed a waterborne torpedo tube repair procedure accepted for
fleetwide implementation that saved an estimated 2 BILLION dollars.
