Electronic Medical Record System while managing legacy

IT Manager during the implementation of a $2 Million Ntierprise
(Allscripts) Practice Management and Electronic Medical Record
System for 400 users, 100+ providers and 14 locations.
Items accomplished included:
. Without sacrificing any requirements, found savings of $360,000
in contract St. Louis County was going to sign with prospective
winning vendor.
. Worked with internal team comprised of St. Louis County
Administration personnel, medical and nursing staff to ensure
the proper Customization of the software.
. Identified and configured all server, wireless and remote
printer hardware.
. Coordinated training of approximately 100 providers and 300
additional users at 3 clinics, the County jail and numerous
other remote locations using TW Admin.
. Developed scanning procedures to allow current Medical Records
to be efficiently incorporated into the new electronic system.
. Designed solution to allow wireless Electronic Medical Records
access in the inmate's cells at the County Jail which are on
four floors, divided into "pod" areas, surrounded by reinforced
concrete.
. Integrated software with creative hardware solution to allow
Home Health Nurses to access patient medical records in real-
time while in the field.
. Developed combined faxing solution to not only allow
prescriptions to be immediately faxed to the appropriate

GMAC Insurance / National Alliance Insurance Company November 2000 -
January 2004
Streamlined workflow processes for $60 Million Insurance Company
prior to their purchase by GMAC Insurance. These processes
included:
Lead team of 30+ employees through design and implementation of
a system to electronically track all incoming and outgoing
paper, FAX and e-mail traffic. The tracking was done by
electronically tagging (E-tagging) each e-mail, FAX or scanned
paper item. All electronic documents were stored in a database
which was then cross-referenced to the correct policyholder's
file. These documents were retrievable, in real-time, from the
Company's embedded Property & Casualty software program. During
the first year of implementation, nearly 1 Million documents
were E-tagged.
In combination with the Marketing Department, designed and
developed techniques to increase both raw web traffic and the
actual number of new insurance quotes. Increases of 400%
occurred during the first year.
Led the team that redesigned both the company's internal and
external, Microsoft ASP, HTML and COM based, websites to improve
performance, functionality and aesthetic value.
Discovered and implemented a way to allow the Customer Service
Department to create real-time customer temporary ID Cards by
merging their embedded system with dynamic PDF technology.

UltraPay November 1995 - September 2000
CIO for an Internet ecommerce company. Managed the design,
coding and implementation of an Internet-based e-commerce
transaction gateway. Used HTML, ASP, CGI, VB Scripting, ODBC
compliant databases, Active X DLL's (both third party and
internally developed), minor Java Scripting plus dynamically
generated PDF documents were in the programming process.
Managed the 6 person decentralized development team.
This gateway allows Merchants to interface their website to the
various payment authorization networks like Visa, MasterCard,
American Express, Discover and Internet-based checks. The
Merchants can use an HTTP Post over SSL, an optional Shopping
Cart interface also developed or a third-party shopping cart.
The network architecture consists of a Windows NT 4 web-farm
behind a security shield. IIS4, DNS, SMTP, IMAP4, POP, ISDN and
various TCP/IP interfaces are used.
Assisted in the design of the security for the Internet commerce
server and web site. It is located behind a firewall / proxy
server. Implemented additional security measures including
layering of firewall software plus the integration of third-
party monitoring software. Also secured Windows NT and Internet
server to resist internal and external hacking,
Anderson Group June 1991 - August 1995
IT Manager / CIO for an advertising agency. Managed all aspects
of IT including developing a sales force automation system that
allowed the sales agents to securely access the company's
central server over the Internet. In addition, we took a third-
party telemarketing program and sales force automation program
and combined both with a database synchronization program.
Managed the design, installation and initial administration of a
Windows NT 100+ remote user network Technology used is similar
to Microsoft's "Virtual Private Networks".
Electronic Merchant Systems September 1990 - May 1991
Using Visual Fox Pro, created a Sales Order Entry System program
to track the progress of applications for Credit Card Merchant
Accounts. It tracked the application from its initial reception
through all stages including underwriting, leasing, equipment
ordering, programming, delivery and ultimately merchant
training.
Downline International February 1990 - August 1990
Designed and developed a Mail Order Entry system for a company
with approximately 1000 independent sales agents using Visual
FoxPro. The program took sales orders, entered in a multi-user
environment, and tracked them through final product shipment.
There was an inventory module that allowed the company to
monitor their inventory levels and create purchase orders to
their various suppliers. Also, this program featured a separate
payroll program that did monthly payroll for the agents. The
commission structure was network marketing based using a
complicated system of overrides and incentives. Payroll checks
were printed. Several status reports were available detailing
various aspects of the business including sales, current
financial condition, inventory and payroll.
Used Adobe PageMaker Desktop to create marketing brochures and
customer layouts. Served as a technical Illustrator for the
project.
Citicorp Mortgage July 1989 - December 1989
Worked with the client's originating and secondary loan
portfolio. Used COBOL, JCL, TSO/SPF to create reports and
update various fields in their loan portfolio.
Complete the project through all internal steps necessary to
take it into production. The client anticipated the project
would take 3 to 6 months as opposed to the 10 weeks I took.
On another project, used MRCS, a third-party software
application, to create both production and ad-hoc reports for
internal users of the client's loan portfolios. Extensively
used the package to produce financial data reports and train the
staff on the package.
