Ms. Wiley is a Specialist Master in the Federal Acquisition and Cost
Analysis industry with eighteen years of acquisition, cost analysis,
policy and strategic planning experience. Ms. Wiley has developed
tools, methodologies and industry best practices that support
acquisition and cost analysis. Ms Wiley is a recognized subject matter
expert (SME) for the Government Accountability Office (GAO) and her
work has been utilized by key Stakeholders and top Officials appearing
on Capitol Hill in the successful presentation and defense of their

JIEDDO CAC AOD
The Joint IED Organization, Capabilities Acquisition Center (CAC),
Acquisition Oversight Division (AOD) supports the JIEDDO Counter-IED (C-
IED) mission of rapidly acquiring solutions and deploying them to the
warfighter.
Duties: As the AOD Policy Branch Manager, Ms Wiley created, reviewed
and interpreted Acquisition and Congressional policies in the
development and implementation of Department of Defense (DoD) rapid
acquisition policies. Provided subject matter expertise in the
recommendations and solutions to GAO, DoD, and Office of the Inspector
General (IG) audit responses and requests for information. Implemented
a rapid acquisition certification and training program and established
new acquisition policies and governance and oversight procedures.
DHIMS EHR
The Defense Health Information Management System in the Office of the
Assistant Secretary of Defense (OASD), Health Affairs (HA), provides
health technology solutions in the OSD and DoD, including the President
of the United States.
Duties: As the Resource Management (RM) Acquisition and Cost Analysis
Engineering Manager, Ms Wiley served as a subject matter expert in the
creation, management and establishment of program office estimates,
independent government cost estimations, and earned value management.
Ms Wiley also served as a liaison between DHIMS and the Cost Analysis
Program Evaluation (CAPE). Ms Wiley provided subject matter expertise
to the Office of the CIO (OCIO) and managed the production of
acquisition documentation for the establishment of the Electronic
Health Record (EHR). Ms Wiley also supported the senior contracts
office with source selection evaluation board (SSEB) financial,
contractual and technical analysis.

BEM
The Better Engagement Management program began as a Deloitte 120 day
internal initiative and developed into a Firm project. The BEM mission
is to form a partnership between Deloitte practitioners and leadership
to promote regular positive experiences on all projects.
Duties: As the BEM Project Manager (PM), Ms Wiley lead an internal team
of seven, in the recognition and development of industry best practices
geared toward the BEM mission. Ms Wiley performed RACI (responsibility,
accountability, communicate and inform) matrix analyses and
communicated with Deloitte stakeholders and partners in the human
resources, executive leadership and practitioners across all Firm
service areas. Ms Wiley provided project engagement subject matter
expertise and served on the Deloitte technology team in the
implementation of the BEM web portal and site.
