. Evaluated each business and property owner's parcel and designed
alternatives for approval from local agency to minimize impacts and costs
to business accesses, parking lots, residential driveways, and additional
right-of-way acquisitions

Thunder Hills Creek Mitigation Fish Barrier Retrofit, Washington Dept. of
Transportation (WSDOT)
. Site Civil Engineer accountable for creating existing and finished
surface models to develop site grading, cross sections, and earthwork
volumes for design of replacing an existing 72" culvert pipe with a fish
passable 8'x12' pipe arch under SR 167
. Prepared and implemented a traffic management plan by providing various
construction stages and detour routes to minimize traffic delays and
disruptions on SR 167
. Designed Stormwater Pollution Prevention Plan with all applicable and
appropriate best management practices (BMPs) for on-site pollution
control
CR 208 Realignment & Quad Culvert Replacement, St. Johns County, Florida
. Project Manager and Engineer of Record for the final design and
preparation of construction plans in realigning 0.6 miles of a two-lane
rural section and replacing an existing quad culvert pipe with a 9'x10'
quad box culvert
. Prepared written report and documented necessary backup calculations to
obtain Environmental Resource permits
. Received excellent performance evaluations from client throughout project
which provided opportunities for additional design/construction projects
with their agency
Parsons Transportation Group - Jacksonville, FL (October 2000- August 2007)
Project Manager/Senior Civil Engineer
Started as a Project Engineer in the civil/transportation group and
advanced as a Project Manager/Senior Civil Engineer. As Project Manager,
responsibilities included project cost control, client and subconsultant
coordination, internal staff coordination, and document control for all
correspondence. In addition to project management, design duties consisted
of complex design implementing innovative solutions in order to minimize
construction costs for design-build projects and utilizing engineering
design software to complete design, cost estimates, and specifications.

State Road 23 Branan Field/Chaffee Road Extension & State Road 23/State 8
(I-10) Interchange, Florida Department of Transportation (FDOT)
. Assumed role as project manager and was Engineer of Record in charge of
successfully completing preliminary and final design of a new, multi-
million dollar, 6.5 mile limited access roadway with three at-grade
intersections and a grade-separated interchange. This was the first of
ten segments to be constructed that ultimately will serve as a direct
connection to I-10 and I-95.
. Successfully completed the negotiations for two supplemental amendments,
amounting in over $100k in gross profit margin
. Established geometric layout of horizontal and vertical alignments
adhering to AASHTO and FDOT standards utilizing civil engineering design
software
. Prepared typical section design, pavement design, and specification
packages for state and federal approval
. Coordinated with utility owners in developing utility relocation plans
. Used civil engineering design software for intersection design and to
produce construction cost estimates
. Utilized software to enter journal information, index the project,
electronically sign and seal, create postscript images and secure the
project for final delivery and was recognized by several state officials
for a successful submittal
Southside Boulevard/Tredinick Parkway Interchange Design-Build,
Jacksonville Transportation Authority (JTA)
. Evaluated preliminary design information prepared by the local agency and
as Lead Design/Construction Engineer developed an efficient, innovative,
and cost-effective plan for constructing the proposed project with an
accelerated schedule
. Reviewed all information on existing roadway and adjacent construction
projects and performed detailed site reviews in conjunction with the
preliminary design
. Responsible for preparation of construction plans to be used by the
contractor for estimating the construction of the project
. Produced reports used to perform earthwork calculations from design cross
sections
. Provided assistance to the contractor with construction issues before and
during construction

alternative approaches to mitigate potential design issues

produce a cost estimate used in project bid proposal
. Successfully obtained approval from state and federal agencies for
developed pavement design package
