Establishes objectives and processes to ensure achievement of corporate expectations. Communicates

corporate and business unit objectives to staff. Drives implementation of strategic contract opportunities with

the most significant impact to the corporation. Assists in the development and implementation of new and

revised contract policies and processes. Analyzes Invitations for Bid, Requests for Quotation and Requests for

Proposal to prepare input for Bid/No Bid decisions. Fosters and maintains a sound and reliable relationship

with counterparts in customer organizations. Selects trains, develops and reviews contract administration

PROFESSIONAL EXPERIENCE

Director of Contracts - Dynamics Research Corporation – August 2009 - Present

Supervises six Contract Managers/Administrators for a $270M company, helping customers improve their

mission-critical operations in the Advisory and Assistance Services field to include, Human Capital

Management, Engineering Services, Training and Performance Support and IT Infrastructure.

• Cultivated a productive work environment and stabilized the Corporate Contracts department, ensuring

100% on-time proposal submittals and completion of all contract actions

• Oversaw implementation of a comprehensive training program for new Contract Managers – step-by-

step process ensures accelerated productivity for new hires

• Directed a top-to-bottom review of all company GSA schedules to identify and resolve potential price

reduction clause/most favored customer issues

Contract Manager – BAE Systems Infrared Imaging Systems (IRIS) - March 2007 to July 2009

IRIS Contracts lead for several of largest Sensor Systems line of business programs. Supervised four contract

administrators in one of BAE Systems’ most robust business areas

• Thermal Weapon Sight (TWS) II and TWS II Bridge – Manufactured and supplied Light,

Medium and Heavy weapon sights to the US Army. $600M FFP program with over 40,000 sights

delivered

• Thermal Imaging Module (TIM) 1500 for Kongsberg Remote Weapon Station - The night

“eyes” for a variety of armored vehicles including STRYKER. Allows operators to fight while

remaining protected

• Provided low cost IR camera cores to commercial/ military OEM and COTS markets to

include selected foreign entities. Worked with two Export Control Officers to monitor export

compliance

Contract Manager – BAE Systems Mission Electronics (ME) – May 2005 to Feb 2007

ME Site Contracts Lead for group that developed leading edge infrared, electro-optical, semi-active laser and

laser imaging seeker products for tactical and National Missile Defense missile systems and precision guidance

for munitions. Supervised staff of two senior contract administrators

• Worked with Lockheed Martin to supply U.S. Navy and Air Force and Hellenic and Italian Air

Forces with mission computers for C-130J/C-27/C-5A aircraft on this $23M program

• Supported Advanced Targeting Pod Laser Designator and Rangefinder (ATP) contracts

• Coordinated with DCAA to save $7.5M and facilitate the closeout of two lapsed contracts

Contract Specialist – BAE Systems Information Dominance Systems - June 2001 to May 2005

Senior Contract Administrator, BAE Systems, Information Dominance Systems. Mentor one junior contract

administrator.

• Lead Senior Contract administrator for:

• Production/Integration & Test of prime mission equipment for $300M Compass Call EC-130H

program, DoD’s premier tactical airborne Information Warfare Platform

• Production subcontracts to upgrade Navy EA-6B Prowler electronic warfare receiver suite and

low band antennas for the EA-18G aircraft. Combined value of $19.0M

• Devised performance based payment plans to significantly improve cash flow for each effort

Instructor/Course Director – USAF Institute of Technology – Jan 1998 to Jun 1999

Developed and planned course curriculum for Systems 111, Air Force Operational Requirements Process.

Conducted course offerings in both resident and on-site modes. Developed course materials for and guest

lectures in other professional continuing education and graduate courses

• Educated over 200 operating and supporting command personnel on proper procedures for analyzing and

documenting mission deficiencies

• Served as academic member on Headquarters Air Force and Defense Systems Management College

training evaluation team. Consulted with DoD and industry officials on acquisition issues

Program Manager – USAF Special Operations Program Office – Jun 1996 to Dec 1998

Directed acquisition of AC-130U/H Gunship targeting, fire-control and navigation sensor.

• Managed geographically dispersed team to deliver $43 million AC-130 infrared sensor to Air Force

Special Operations Command 18 months early and $14 million under budget

• Forged consensus between Air Logistics Center and Air Force Materiel Command to approve more

efficient, cost effective contractor logistics support maintenance concept
