Warrior Systems Division- Director of Contracts and Counsel
2005-Present
Responsible for all warrior Systems Division Contracts, Export and
Legal functions. To include all aspects of major Government and
International contracts, Legal and Compliance matters. These duties
include supervising the Contracts Administration and Export and
Counsel staff at four (4) separate locations. As part of the Division
staff, responsible for establishing strategic goals and objectives and
the tactical implementation of those goals and objectives.
Specifically led the efforts associated with creating the appropriate
agreements in the areas of advanced development and complex
transactions. Additionally, serve as the Division Foreign Corrupt
Practices Act (FCPA) and Empowered Official (EO) subject matter
expert.
Raytheon Company - Contracts Manager, Strategic Pursuits
2004 - 2005
Responsible for serving as the primary interface on all
contractual/legal matters associated with Strategic Pursuits within
the C2S business area. These efforts included, but were not limited
to, Proprietary Information, Licensing, Teaming and Strategic Alliance
Agreements, as well as proposal preparation, review and contract
negotiation. This position also required the coordination of several
cross-functional company/partner organizations to achieve strategic
business objectives, while complying with all relevant policies,
procedures and regulations.

entrepreneurs, often operating as the in-house
contracts and/or counsel function.
Lockheed Martin Sanders
1982 - 1999
Upon discharge from the Air Force in June of 1982, I held several
positions of increasing responsibility in Contracts Management.
Starting as a Junior Contracts Administrator and ending as a Senior
Contracts Manager. In my final role, at Lockheed Martin Sanders, my
responsibilities consisted of leading the contracts effort and
mentoring junior contracts personnel in each area of the following
areas:
*International Contracts / Common Missile Warning System (CMWS)
Responsible for providing all contract/subcontract management for the
CMWS product line in pursuing international sales, including but not
limited to review and response to all RFI's, RFT's and RFP's, as well
as ensuring compliance with ITAR and procuring Countries' specific
Offset/Industrial Involvement requirements.
* Major Government Contracts / Joint Strike Fighter (JSF)
Responsible for providing all required contract support to both the
Lockheed and Boeing Teams.
* Technology Licensing Initiative
Responsible for the review, identification and development of
technology exploitation plans to generate licensing revenue from non-
core and/or dual use technologies.
