Project Experience
Mr. Eggleston has over 25 years of experience in the building and safety
industry and has served as building official and Inspector of Record for
various Native American Tribes throughout the United States. He has earned
numerous International Code Council and all nine California Building Code
certifications, with distinctive credentials in fire/life safety and
accessibility. Dave continues to provide numerous prescriptive code
interpretations and recommendations for alternative material, design, and
methods of construction to various city jurisdictions. As a Building and
Fire Official, Dave has been responsible for assuring that the intent and
spirit of the code is effectiveness and significant safety aspects are kept
in compliance.
Dave has earned three Master Degrees; one in Fire Science Administration
which compliments building/fire codes and encompasses the breadth and
specificity of regulatory codes and construction life safety operations.
Dave's has inspected highly complicated structures including The Grand
Canyon Skywalk and a number of casinos, waste water treatment facilities,
and parking structures from ground up to turn key.

Campus Inspector
Responsible for monitoring and inspecting campus construction and fire for
major & minor capital projects and special repair work performed by
internal facilities. Reports on the status of construction, remodel, and
renovation projects. Duties include Issuance non-conformances to
contractors on incorrect construction methods or materials found during
plan review and inspections, reviews submitted drawings for any deviations
from contract documents, notifying the project manager and contractor of
any discrepancies ascertained. Create inspection reports on the quality of
materials and workmanship practiced. Meet with contractors to analyze
problems and recommend solutions to immediate and longer range construction
requirements and policies. Oversee and perform special inspections for
conformance to specification requirements. Instruct OSHA 10 and 30 Hour.
Teach construction safety for campus. Conduct field inspections; interact
with the general contractors, safety personnel and site-superintendents. I
conduct incident investigations, general infraction reports and complete
other administrative tasks associated with regulatory record-keeping for
construction. Reviews many qualifications for JHA, high-hazard and routine
work, and providing recommendations to meet OSHA safety standards
supporting training for provision during Cal OSHA inspection or audit. I
conduct the construction safety program compliance assurance and field
auditing for compliance with NBCU and UPR construction safety and
environmental impacts

Managed all on-site field inspection staff and field office staff assigned
to the projects and reviewed their work-product for quality assurance from
600,000 to 4 billion dollars. Mentored staff and cultivated knowledge-
sharing communication to ensure accuracy, relevance, and attention to
detail. Encouraged professionalism to reflect a positive image to clients,
the general public including the Native American Communities. I submitted
annual performance evaluations of staff assisted staff in the development
of individual goals and objectives. Met regularly with all field personnel
to discuss and resolve project matters to facilitate the resolution of all
project issues. Assured project is constructed in accordance with approved
plans, specifications, budget and schedule. Monitored and documented the
work of the contractor according to CM procedures, including management of
all project correspondence, oral and written communications, RFIs, memos,
field directives, clarification letters, submittals, change orders, and
progress payments. Reviewed project status reports, approved monthly
billing draft statements, review and management of aging reports, etc.

Chief Construction Inspector
Planned, assigned, directed, reviewed, and coordinated the work of
construction inspectors. Reviewed moderate to highly complex construction
drawings, engineering reports, and calculations for conformance to building
standards, and conducted related field inspections. Ensured code compliance
with contractual specifications per Specification Guidelines, ICBO, OSHA,
NFPA, and State MAG. Organized final comprehensive inspection at completion
of projects. Investigated reported incidents of construction or alterations
for detection of deviations from plans and standard construction practices.
Examined and measured implementation criteria regarding requests for
proposal/information by contractors. He inspected the buildings to
determine the overall condition of the building and provided technical
assistance about codes and design practices regarding ADA accessibility. He
was responsible for and signed manifests for hazardous material/waste
transportation on facility installations. He also inspected stormwater,
utilities, and infrastructure construction. He supervised a staff of
contracted materials lab technicians to ensure compliance with
specifications and standards during construction and repair.
