V Revised corporate IT asset and budgeting strategy. Created IT strategy
that provided for retiring obsolete IT assets through annual review
and replacement. Revised IT budgeting strategy such that new IT
capital equipment would be acquired through leasing, which leveled
annual IT budgets, and gave management clearer overall budget
expectations at corporate annual budget planning sessions.

. Hired into vacant IT manager position after 6 months as temporary
consultant.
. Maintained major in-house software suite written in COBOL, and eventually
replaced it with server-based Java software suite and open source
database. Hired Java programmer and database administrator to accomplish
these 2 major, multi-year tasks.
. Constructed new data center populated with rack-mounted switchgear,
firewall, data backup / recovery gear, and Wintel servers; assigned
employee to maintain server, and ultimately promoted employee to systems
administrator.
. Contracted with third-party to replace and re-route entire building's
network wiring and net-gear to support 1GB bandwidth throughout.
. Acquired firewalls and enough UPS capacity to support the servers,
firewalls, routers, and switches.
. Replaced building's internet access with fiber into new data center,
increasing bandwidth by an order of magnitude.
. Loaded database records onto IBM mid-range server, and trained staff to
perform queries, load quarterly records, perform nightly backups and
archival media, restore corrupt files, and install software updates.
Ultimately increased disk space several orders of magnitude, and
eventually replaced with newer faster model mid-range server.
. Directed creation of 4 special-purpose websites that supported data
transfer, e-commerce, and provided a variety of portals, e.g.
www.insurancecouncil.org and www.ticostat.com
. Created IT asset use policy and document that was merged into employee
handbook.
. Conducted yearly employee reviews and evaluations, recommended salary
increases and promotions, and interviewed, evaluated and hired new IT
personnel.
. Worked with CFO & TICO director in creating yearly IT budgets and mapping
IT strategy.
Senior AIX Developer (Contract). IBM, Austin, TX 1997 - 1998.
. Wrote test scripts in support of periodic updates to AIX, IBM's version
of UNIX.
Senior Software Engineer - Top Secret SCI Clearance. Lockheed Martin,
Austin, TX 1985 - 1996.
. Cruise Missile Project - With new UNIX scripts, created CVS-like software
versioning system to support real-time software development effort for
the Tomahawk Cruise Missile Program. System worked in conjunction with
the build release system already in place. It provided programmers with
ability to edit and test their software without regard to changes being
made elsewhere within the real-time software system.
. RIM Messaging System - Wrote new, and maintained existing FORTRAN
application software in support of Lockheed's store-and-forward military
messaging system used by all four branches of the U.S. Military. As
Project lead, delivered two successive yearly software releases to an
overseas U.S. Military customer. Created and deployed graphics-based CAI
RIM training system for U.S. Military troops using RIM.
. Aquila RPV Project - Wrote new PL / M-86 system software to control on-
board 8086 inter-processor communications for the U.S. Army's Aquila
Remotely Piloted Vehicle Program.
