Serve as the Program Manager for Blue Force Tracking devices maintained by Air Combat Command
Units. Provide management and oversight of operations, infrastructure, equipment installation, and
funding for ACC BFT program. Work closely with United States Special Operations Command, National
Reconnaissance Office, and Air Force Space Command to ensure that Air Combat Command has access
to current and future space-based capabilities to support Air Combat Command planning, exercises, and
operations. Monitors, tracks, and completes suspense for Air Combat Command requirements and
doctrine issues, with focus on Command and Control and counterspace matters. Provide subject matter
expertise, advocacy, and advice by liaisoning with US Air Force, as well as other Department of Defense
agencies for all matters involving organization, training, equipment, standards, and integration of
Personnel Recovery Command and Control into Air Operations Centers. Regularly attends and
participates in the Command and Control On-The-Move, Joint Architecture, and Integrated PR
meetings/workgroups, and provides inputs on PR issues and their integration applicability to the

Manages and performs activities within the Command and Control of Air Force Rescue Coordination
Center. Supervises and executes the national Search and Rescue plan with full authority for the Inland
Search and Rescue coordinator, providing rescue coordination capability to assist military and civilian
personnel in distress in accordance with the National Search and Rescue plan. Supervises and
coordinates use of DOD, Civil Air Patrol, Air National Guard, and other federal, state, local and volunteer
agencies conducting SAR operations in the 48 contiguous states, Canada and Mexico. Performs
Command and Control actions in the execution phase of Emergency War Orders, directs Personnel
Recovery actions supporting Emergency Plans, Operations Order, and Operations Plans. Receives,
clarifies, and evaluates Personnel Recovery operations requests, and determines appropriate units to
dispatch forces to render assistance. Develops Personnel Recovery action plans while investigating a
case and coordinates with other organizations, as well as planning search and rescue cases to maximize
the probability of detection, and adjusting the search area as needed; collecting and compiling information
about emergency situations. Coordinates, directs, monitors, and reports mission movement during pre,
in, and post phases with on and off base agencies: analyzes and evaluates unit response requirements
and functions as the executive agent for the commander and staff as relates to command and control
under peacetime and contingency operations. Clarifies and evaluates the guidance for Personnel
Recovery Blue Force Tracking devices by a number of different units, which is associated with the
Combat Survivor Evader Locator Hand Held radio. Develop maintain and coordinated Master Lesson
Plan and Master Training Task Lists for Air Force Rescue Coordination Center, to ensure Rescue
Coordination Center Command staff, and rescue center controllers received proper and adequate
training. Provided initial, recurring and refresher training to 70 personnel assigned to the AFRCC.
