• Extensive knowledge of Ontario Provincial Standard Drawings and Specifications, MOE, MNR and MTO design manuals, and Ontario Building Code. Highly familiar with the regulations from the municipalities and conservation authorities in the regions of Toronto, Credit River Valley, Halton, Hamilton, Niagara Falls, Haldimand, and Waterloo.

• Polished in AutoCAD, Microsoft World, Excel, Powerpoint, Project.

• Strong interpersonal, oral and written communication skills developed in reporting, presenting and liaising with clients, contractors and government agencies.

PROFESSIONAL EXPERIENCE

Guangxi Province Hydropower Design Institute, China Jul. 1986 ~ Dec. 1992

Civil / Water Resources Engineer

• Designed hydropower stations, roadways, pump stations, water treatment plants, canals, aqueducts.

• Lijiang River Water Replenishment and Hydropower Project: included 3 dams in the headwater area of the Lijiang River, to store flood water in wet seasons and release the flow during dry seasons, so as to maintain the Lijiang River water quality and navigability, alleviate the flooding risk, and provide hydropower to the local area.

Calculated the hydrographs for the reservoir sites, calibrated the model and determined the parameters by means of measuring typical floods by floating buoy method.

Performed reservoir group regulation simulation by means of hydraulic routing to the flood control target area (Guilin City), determined the flood control storage allocated to different reservoirs, and sized the reservoir outlet structures.

Carried out long term hydrologic simulation to determine the installed capacities.

Designed the underflow energy dissipation works for the gravity dam spillway, including hydraulic jump, energy dissipation basin, and erosion protection.

Guangxi International Corporation, China Jan. 1993 ~ May 1995

Chief Construction Engineer on Pakistan Project Site

• Pat Feedar Canal Rehabilitation and Flood Control Project: included 50 km irrigation canal dredging, cross regulators and inlet structures rebuilding, roadway and spillways construction.

Developed site plan of the camp; designed and supervised the construction of camp office, warehouse, dormitory building, water treatment plant and sewage system.

Investigated soil borrow areas for the embankments. Carried out sieving tests to determine the gradation and classifications of the soils, and performed Proctor test to determine the optimal moisture content and maximum density. The excavated material from the canal was of poor gradation and unsuitable for direct use for embankment construction. Therefore I did a series of tests to determine a mixing proportion with clayey materials so that the mixture could be used for embankment.

Developed methods of construction for excavation, filling, and concrete. Carried out quality control by compaction tests, concrete tests, and inspection of concrete placement.

Guangxi Province Hydropower Design Institute, China Jun. 1995 ~ Mar. 2003

Senior Civil Engineer, Chief Engineer

• Wrote proposals and design reports, reviewed drawings and design reports, coordinated different design departments, developed designed software, mentored younger engineer, and performed detailed designs.

• Baise Multipurpose Dam Project: comprised a concrete gravity dam (130 m high and 720 m long), an underground power plant (4x135 MW), and a reservoir with storage of 5.6 billion cubic meters.

Calculated design hydrographs based on the observed flow data and frequency analysis. Developed hydrometric station network for reservoir automatic operation.

Designed the sizes of cofferdams and diversion tunnel to divert the 10 year peak flow for construction. Calculated backwater profile in the reservoir for land acquisition. Modeled the unsteady flow produced by the peaking operation of the power station and assessed the affect on navigation. Optimized the power tunnels by analyzing the water head loss (power generation loss) and sizes (capital investment). Calculated the hydraulic jumps and designed the erosion protection works downstream of the energy dissipation basin

Organized the preparation of major contracts; wrote specifications; participated in the procurement; interpreted drawings and specifications on construction site.

Acculab Engineering and Testing Limited, Ontario, Canada Aug. 2004 ~ Dec. 2004

Designer and Construction Inspector

• Designed concrete structures, checked the serviceability of existing steel and concrete structures, examined the filling material gradation, tested compaction and concrete strength, inspected construction according to the requirements of the contracts and CSA standards.

Aquicon Construction Limited, Ontario, Canada Jan. 2005 ~ May 2006

Estimator and Designer

• Drafted construction methods based on the tender documents, geotechnical reports, and site conditions;

• Took off civil/structural/architectural quantities based on tender drawings and construction methods;

• Estimated the unit prices based on company’s statistics, site condition, and the market.

Philips Engineering Limited, Ontario, Canada Jun. 2006 ~ Oct. 2007

Water Resources Design Engineer

• Designed wet ponds, dry ponds and LID SWM facilities for land development projects.

• Prepared roadside ditch, sewer and culvert design for highway projects.

• Developed hydrologic / hydraulic models for subwatershed studies.

• Performed floodline mapping and flood mitigation plans.

• Performed dam safety study and emergency spillway design.

Sandwell Consulting Engineering Ltd., Ontario, Canada Nov. 2007 ~ Apr. 2008

Municipal Design Engineer

• Prepared grading, site servicing and erosion plan.

• Designed stormwater quantity control facilities such as wet ponds, super pipes and swales.

• Designed soakaway pits for infiltration purpose.

• Designed and sized hydrodynamic separation facilities such as VortClarex, Oil Stop Valves, VortSentry, and Ecosto Vault.

A. J. Clarke and Associates Ltd., Ontario, Canada May 2008 ~ Now

Municipal Design Engineer

• Designed grading, site servicing and erosion plan.

• Performed hydrologic modeling and designed wet ponds, dry ponds, constructed wetlands, underground storages, and LID facilities such as bio-retention swale, enhanced grass swale.

• Designed and sized Stormceptors.

• Designed natural channels.

• Carried out flood mapping and culvert design using HEC-RAS.

EDUCATION

• Bachelor of water resources engineering, Tsinghua University, Beijing, China, 1986
