United States Transportation Command (USTRANSCOM) - Scott AFB, IL, USA

Deputy Chief, Counterintelligence (CI) and Human Intelligence (HUMINT) Division 2012–Present

Function as CI advisor to the Combatant Commander (COCOM) and supervise team of Department of Defense (DoD) Special Agents and Analysts in analyzing tactical, operational, and strategic implications of CI threats to USTRANSCOM operations worldwide. Directly communicate with FBI and CIA Joint Task Forces and DoD CI units regarding COCOM priority intelligence requirements and CI operations and investigations. Deploy worldwide in support of National Command Authority operations.

Notable Achievements:

- Implemented USTRANSCOM strategic objectives integration into global Offensive Counterintelligence Operations, enabling the commander to leverage Foreign Intelligence Entities to achieve vital strategic effects.

- Led the expansion of Foreign Vendor Vetting to all USTRANSCOM contracts resulting to mitigation of threats to the U.S. Global Distribution Enterprise, and prevented relocation of over $2M to hostile actors of contracts totaling more than $400M by exposing connections of foreign subcontractors to illicit entities.

- Succeeded in leading the OSI's historic transition in Iraq and shifted wartime CI operations to strategic interagency mission focus.

Controlled over $300K budget and supervised 10 geographically separated subordinate units; 25 Federal Agents and 4 support personnel providing CI, Information Operations, Research and Technology Protection, Counterespionage investigations, Offensive Counterintelligence Operations, criminal investigations, and other specialized investigative services to U.S. Southern Command (USSOUTHCOM) and AFSOUTH throughout Latin America. Formulated investigative summaries and briefs for senior AFSOUTH staff and directly coordinated with HQ AFSOUTH regarding Joint Services deliberate and contingency planning.

Notable Achievements:

- Pioneered the CI program which identified and neutralized foreign spy; led the command on strategic engagements with counterparts of foreign nations and provided support to over 1,000 counter-drug missions.

- Spearheaded theCI support to over 100 Latin America-based medical readiness exercises which sustained safe treatment of over 200,000 patients and execution of more than 1,000 surgical procedures.

- Spearheaded the enhancement of DoD’s capability to gather accurate threat information as well as invaluable CI efforts which contributed to the security of more than 100 aircraft, 20,000 personnel, and $3B of AFSOUTH assets.

- Directed AFOSI CI support to Operation WILLING SPIRIT resulting to the successfully and safe rescue of 3 American Citizens and 14 hostages after 5 years of captivity by the FARC.

Air Force Office of Special Investigations AFOSI – Hickam AFB, HI, USA

Director, Counterintelligence Branch, 6th Field Investigations Region 2004–2006

Supervised and evaluated all CI and counterespionage (CE) investigations and operations of three geographically separated Squadrons and 12 Field Units supporting U.S. Pacific Command (PACOM), Pacific Air Forces (PACAF), and Special Operations Command Pacific (SOCPAC) within a 48-country area of responsibility. Liaised between PACOM and PACAF Commanders on CI, CE, and Foreign Intelligence and Security Service (FISS) threats to DoD/AF missions and operations within the Pacific.

Notable Achievements:

- Positioned as #1 of 5 Branch Chiefs; directed the offensive counterespionage operation against hostile foreign intelligence entity (FIE) collection activities in the Pacific; and led the critical operation identified FIE tradecraft and provided a future platform for operations against hostile FIE targets.

- Formulated plans and contributed to AFOSI activities in the Pacific to protect more than 15,000 personnel and maintained alignment with all DoD and AF operations and missions.

- Served as key facilitator of the CI Op GOLDEN SCEPTER targeting growing international cyber adversary.

- Spearheaded the integration of Computer Crime Investigation unit within Pacific Air Forces Network Operations Support Center which sustained rapid investigative support to computer network intrusions and protected the critical Pacific Air Forces command and control infrastructure.
