Project design, design reviews and management have been a cornerstone of
Mr. Paras' career in structural engineering. His professional experience
includes project management, design, constructability reviews, quality
assurance, value engineering and construction management of commercial and
industrial buildings, waste/water treatment facilities, power plants (
including substations, distributions, transmission facilities),
petrochemical plants, telecom projects, and oil/gas facilities. His
specific project experience includes:
AT&T, San Diego Gas & Electric Co., Teligent, Cingular Telecom Projects,
Southern, California. Design, design management, and construction
inspection of buildings and support structures for video hub office
equipment, rooftop PCS equipment, and miscellaneous telecom-related
equipment and facilities.
San Diego Gas & Electric Co. Review Electric Transformers Seismic Analysis
Reports, Ca. Review of seismic analysis qualification reports of high
voltage electric transformers, disconnect switches and circuit breakers.
Included independent structural check of components and review of
equipment drawings.
OMWD Waste Water Facilities, San Diego,Ca. Design of headworks
modifications, splitter boxes, and baffle across existing weir gate
San Diego Gas & Electric Co. Concrete Structures Rehabilitation Projects,
San Diego, Ca.
Provided design and quality assurance of repair and /or retrofit of
deteriorated or damaged concrete structures such as underground manholes,
vaults, & substation yard enclosures. Rehab work consists of using polymer
concrete and composite materials ( carbon or glass fiber) for
strengthening.

NASSCO Storage Facilites, San Diego, California. Design of upgrade of
existing storage racks to conform to Uniform Building Code 1997 provisions.
Included in the Scope of Work were estimating, fabrication drawing
approval, scheduling, permitting, and constructability review.
NASSCO Plant Bridge, San Diego, California. Design management and review
of structural calculations and drawings of an all-steel bridge supporting a
90-ton 3-axle elevating truck. Other responsibilities include scheduling,
coordination, and layout around and over conveyor systems, gantry cranes,
and underground utility lines
Mitsubishi Heavy Industries of America SCR Systems for Oil/Gas Power
Plants, San Diego & Los Angeles, California. Design and review of design
of the retrofit for heavy structural steel Boiler Structures to receive the
NOX abatement equipment. Engineering included strengthening of existing
structural steel, designing of duct supports, platforms, new bracings,
stairs, etc.
SMUD Natural Gas Pipeline, Sacramento, California. Provided review and
construction inspection on the Sacramento Municipal Utility District (SMUD)
Natural Gas Pipeline. The pipeline transports natural gas to SMUD's co-
generation gas-fired power plants. Reviewed the construction and
engineering documents including plans, specifications, estimates, and
engineering calculations. The project was plan checked and inspected to
verify that the project conformed to applicable codes,laws, and
regulations specified in the California Energy Commission decision.
San Diego Gas & Electric East Fuel Oil Loop, San Diego, California.
Analyzed and reinforced existing pipe structures for additional piping
loads, designed pipe supports, underground valve structures, and pump
foundations. Provided construction observation to ascertained conformance
to construction drawings and prepared as-built drawings.
SDG&E Boiler and R.O. Wastewater Treatment Project, Carlsbad, California.
After doing preliminary design taking into account environmental issues,
designed containment structures, pipe supports, and misc. equipment
supports. Also designed several cross-over platforms, overflow drainage,
double-bottoming of tanks, and leak detection system. Provided construction
management, reviewed and approved fabrication drawings, testing of
materials, and prepared as-built drawings.
SDG&E Heat Exchanger Upgrade/Wastewater Project, San Diego, California.
Designed and inspected construction of structural steel frames and
foundations for exchangers, pipe supports for wastewater pipes. Reviewed
shop drawings for quality assurance.
Structural Review of the SMUD Proctor and Gamble Co-generation Plant,
Sacramento, CA. Performed structural engineering reviews and quality
assurance for the design and construction documents on a $164M 120MW power
co-generation facility for conformance with laws, ordinances, regulations,
and standards. This facility utilizes two GE LM6000 gas turbines in
combined cycle mode with one steam turbine, and providing steam to the
Proctor and Gamble factory. Identified design or calculation deficiencies
for consideration of seismic and wind forces, and assured that the
detailing and analysis of connections complied to prescribed codes.
SDG&E Transmission Lines, San Diego, Ca. Reviewed design of transmission
wood structures for high voltage lines per Rural Electrification Admin
Design Manual . Plan checked load tree calculations for hi-voltage steel
transmission towers(single pole and latticed). Design foundations for
single pole tubular steel transmission towers using EPRI's MFAD programs.

San Diego Gas & Electric Continuous Emission Monitoring Systems, Chula
Vista, California. Provided design, shop drawings and as-built drawing
review, and constructability assurance. This project was mandated by Rule
69 of California Air Quality Board. It comprised of checking the
monitoring equipment housing, designing structural steel foundations and
retrofitting existing structures for added gravity and seismic loads.
Inspected and witnessed testing of heavy welded and bolted connections.
Made sure that fabrication and construction conformed to our project
documents (drawings and specifications).
SDG&E San Luis Rey Electric Substation, Oceanside, California. Structural
design and construction inspection of structures and foundations of 138 kV
racks, A-frame, transformer, switch stand, sound barrier and miscellaneous
structures.
SDG&E Fuel Oil Upgrade Project, Carlsbad, California. Provided design and
construction inspection of pipe bridges and foundations, piping trenches,
pipe supports and foundations. Reviewed and approved shop drawings, and
resolved field design changes. Considered environmental issues relating to
existing fuel oil lines, drainage system and wastewater.
Blue Hills Nuclear Station, Texas. Designed and managed design of a 1,000
megawatt nuclear power plant. Project included auxiliary building,
containment enclosure building, cooling water structures, and misc.
equipment foundations (turbines, generators, compressors, etc.)
Mirage Hotel/Casino Project, Las Vegas, Nevada. Performed design and
provided quality assurance of design and construction as Project manager
for the structural design of a $1 billion 3,049 room, 30-floor
hotel/casino. Project involved fast-track steel and concrete construction.
Sahara Race and Sportsbook Expansion Project, Las Vegas, Nevada. Project
manager for the expansion of the sportsbook and adjacent casino area.
Project included design and construction assistance for concrete and steel
structures and foundations sandwiched between existing buildings.
Spring Valley Library, Las Vegas, Nevada. Designed and coordinated design
of this mixed construction library. Main library is a pre-cast high-
ceiling structure, the mezzanine and offices are of timber construction,
and the lobby and entry are built with structural steel.
Naval Hospital Recreational Facilities, San Diego, CA. Project manager for
the design of a steel building consisting of a gymnasium, racquetball,
exercise room, weight room, and locker room. The gym has a clear height of
25 feet with double-pitched open-web trusses spanning 72 feet.
River Village Center, San Diego, CA. Project manager for the design of
this shopping center consisting of 13 separate buildings totaling 162,000
square feet. Buildings are 1 or 2 stories high and were designed in wood
and steel.
