Expertise

He is a professional with a vast experience in grants and multi

stakeholders' management. Experience ranges from public sector to private

sector in various fields like audit, taxation, legal and corporate matters,

banking, project proposals, evaluation and insurance survey. He has been

actively associated with the development sector (NGO) since 2004 for the

HIV component and managed the program in 14 states of India with the Global

Fund grants.

During the period 2005 to 2010, he was involved with the Care & Support

program for the people infected and affected with HIV. The project was

funded by the Global Fund. The activities involved Evaluation & Assessment

of agencies prior to funding, during implementation as periodical

evaluation and assessment and at the time of closure of a project. Since

June 2010, he has been functioning as an independent consultant providing

services to Technical Support Facility (TSF) South Asia (Bhutan), UNOPS

(Myanmar), The Global Fund (India, Bangkok, Nepal, Bhutan and Afghanistan),

PSI (Nepal), TSF (Nepal), Grant Management Solutions (GMS, Arlington for

Nepal).

Areas of expertise specifically include:

. Leading the conceptual design of the evaluation of HIV program

implemented by District Level Networks which was later approved by the

program management committee. Also, relevant tools capturing the

programmatic performance in terms of operationalizing the strategies,

advocacy efforts and key deliverables were prepared and executed

across 200 districts. Furthermore, led the preparation of analysis

framework as a part of the evaluation.

Associated with Population Foundation of India to manage the Global Fund

assisted programs under Round 4 funding (USD 18.2 million) and Round 6

funding (USD 28 million) in 14 states of India. As Senior Grants Manager,

I was responsible for

. Successfully managing Faith Based Organizations, Civil Society

Organizations and private sector along with other stakeholders for the

financial/grants management and program implementation.

. Overall grants management, financial and procurement systems and

administration.

Key achievements include high rate of fund utilization, enhancing the

skills of partner organizations in financial planning and forecasting in

line with programmatic work plan, derived strategies for program

continuation in the times of delay in fund disbursement from the Donor.

Monitoring & Evaluation

. Programmatic and financial evaluation of projects, Field visits,

surprise verifications and assessment of SRs/SSRs;

. Conducted large-scale audit of sub-recipients and sub-sub-recipients

of the Global Fund grants numbering over 160 service delivery points

as the first phase of an exercise in Jan 2010 for PFI, which yielded

satisfactory results on the performance of the program and helped in

end term evaluation.

. Of the 280+ District Level Net works (DLNs), Comprehensive Care and

Support Centres (CCSCs) and Community Care Centres (CCCs) funded under

this programme, evaluation and assessment of the said units were taken

up on random basis every quarter to cover a minimum of 10% units in

one year, in each state. Financial evaluation was rendered meaningful

with the evaluation of program implementation which was designed by me

with the assistance of program officers. Simultaneously capacity

building and training was also provided to all officials for

conducting periodical assessments on a wider and regular scale.

. Tracking and analysis of actual vis-avis budgets.

. Led the conceptual design of the evaluation of HIV program implemented

by District Level Networks which was later approved by the program

management committee. Also, relevant tools capturing the programmatic

performance in terms of operationalizing the strategies, advocacy

efforts and key deliverables were prepared and executed across 200

districts. Furthermore, led the preparation of analysis framework as a

part of the evaluation.

. Coordinate with internal and external auditors, Local Fund Agents and

the Global Fund.

Financial MIS Systems and Reporting

. Developed systems, procedures and formats to enable timely reporting

of utilization, variance analysis and commitments

Budgeting & Forecasting

. Prepared & consolidated the budget for the Global Fund Round -4 (USD

18.2 million) & 6 (USD 28 million) HIV Care & Support Programmes for

private sector NGO component.

. Assisted in finalization of the Global Fund Round-6 budget for the

National HIV Programme (USD 259 million).

. Prepared and finalized the budget for the Rolling Continuation Channel

(RCC) cum consolidation of Round 4 with Round 6 (USD 61 million-HIV).

. Provided technical inputs to finalize the work plan and budget for

UNDP in Maldives as Technical Specialist for Phase-II of the Round 6

Global Fund Program.

Financial & Grants Management

. Financial Accounting; Planning; Financial Controls; Management of

disbursements; Strategic Management of resources including planning

short term investments of cash balances and mitigation of exchange

variation risks.

. Coordination with external agencies including auditors, lawyers,

government agencies, other stake holders and ensuring timely

. Managed closure of grant in respect of some of the sub-recipients who

were not continued in RCC.

Sub-Recipient Management

. Designed tools for assessing Sub Recipients (SRs). Have been

successful in identifying gaps and providing capacity building as

required.

. Conducted audits of SRs to assess the correct and effective

. Deduction/Collection of tax at source from staff/service

providers/contractors and depositing them within the stipulated time
