Feb 2012 – Jan 2013: Senior Project Manager, Starboard Consulting, Longwood, FL.

Managed multiple projects for deployment of Enterprise Asset Management applications to public

utilities and local governments, leading project teams in accurately identifying, categorizing and

eliminating or mitigating issues and risks to meet customers’ requirements. Managed contract scope,

budget, schedule, quality, and deliverables compliance. In particular:

• Drafted effective Risk Management plans and project schedules (MS Project).

• Managed up to 6 projects simultaneously while ensuring all IPT members and the customer were

fully informed of all project milestones and activities progress.

Validation (IV&V) program services to the Department of Homeland Security (DHS) for $200M technology

integration and deployment for new Consolidated Headquarters.

• Reviewed and approved Program Management Plan and all associated documents (to include Risk

Management, Quality Assurance, Cut-over, Integrated Schedule, Requirements Control, Budget Control,

Communications, Metrics Collection) for ensuring compliance with requirements of statement of work and

established best practices.

• Provided oversight of on-site construction progress to ensure proper parallel progress with

technology installation, involving the prime construction and technology contractors and multiple sub-

contractors.

• Assembled and supervised team of subject-matter experts (SMEs) to ensure compliance with

requirements in design, procurement and installation of infrastructure and system software for passive optical

network LAN; security monitoring, alarms and imaging; VoIP; Audio/Visual; messaging; WAN connectivity;

Designed, assembled and managed a “cloud” environment to offer program management software as a

service, integrating Maximo with Primavera (over Oracle databases), Zend/PHP, and SharePoint with

Windows Active Directory, to include Citrix virtual desktops and VMWare virtual machines. Designed,

deployed, operated and managed infrastructure for same at commercial datacenter using Dell Wintel servers

and SAN along with Cisco firewall appliances and routers

Oct 2007 – Dec 2010: Program Manager, DAAR Engineering, Inc. Milwaukee, WI.

Contracted to US Army Corps of Engineers, Gulf Region Division (GRD) via Stanley, Baker, Hill LLC and

deployed to Baghdad, Iraq, to provide management services for Iraqi facilities, communications and

transportation reconstruction programs for Multi-National Security Transition Command-Iraq (MNSTC-I),

Iraqi Transition Assistance Office (ITAO) of the US Department of State and the Multi-National Force-Iraq

(MNF-I). Responsible for successful program and project management of over $4 billion of Iraq Relief and

Reconstruction Funds (IRRF), Iraq Security Force (ISF) Funds, Economic Support Funds (ESF) and

Development Funds for Iraq (DFI) work throughout the nation of Iraq. All funds tracked using previously-

developed and deployed Iraq Reconstruction Management System (IRMS) involving instances of Maximo

integrated with Primavera Project Manager, Oracle Projects Accounting, the Corps of Engineers Resource

Management System (RMS), the Corps of Engineers Financial Management System (CEFMS), and the

Zend/PHP reporting app.

• Managed over 150 expatriate and Iraqi program and project managers, program analysts and project

engineers in the execution of over 2500 reconstruction projects in multiple and diverse infrastructure venues

for the Iraqi ministries of Health, Construction and Housing, Education, Defense, Interior, Transportation,

Justice, the High Judicial Council, Electricity and Water Resources

• Developed and created programs to establish capacity development in the areas of operations and

maintenance for facilities management and medical equipment.

• Managed contract scope, budget, schedule, quality, and deliverables compliance.

• For Defense Contract Management Agency: successfully deployed, operated and maintained solution

to meet reporting requirements on electrical and fire safety at forward operating base facilities in Iraq.

Nov 2006 – Sep 2007: Project Manager, First American Engineered Solutions, LLC, Oshkosh, WI.

Contracted to US Army Corps of Engineers via Stanley, Baker, Hill, LLC to oversee, manage, coordinate,

and direct multiple facets of deployment of a tailored Computerized Maintenance and Material Management

System (CMMS), translated to Arabic (both app screens and documentation) for Iraqi Ministry of Electricity,

for its specific use in Asset and Maintenance Management of their power plants throughout the country.

• Managed Stateside resources and materials for standup of development environment to include 40-

server wireless LAN/WAN with Dell Wintel servers and Cisco firewalls and routers, Maximo, Primavera,

Actuate, Oracle, Citrix and Dexterra applications.

• Received CMMS configuration and deployment requirements from the Middle East team, developed

appropriate design and implementation documentation to support the proposed configuration and deployment

of the selected applications, and coordinated work schedules to provide responsive and cost effective

completion

• Directed and coordinated the efforts of First American Engineered Solutions, SBH LLC, and three

other contractors (forty personnel located Stateside, Iraq and Jordan) directly assigned to this specific project

in accordance with the project assignments

• Oversaw, and managed the operation of US-based CMMS computing development site to ensure

uninterrupted access by both the client and the consulting team and preservation of data, and enforced

appropriate security measures in accordance with best industry practices

Maximo Enterprise Asset Management system to Middle East Theater of Operations for KBR’s LOGCAP III

contract:

• Conducted business process assessment at 4 sites in Iraq, Kuwait and Dubai to determine current

state of assets, inventory and work order management

• Designed new business process flows and rules in Maximo based on current industry best practices

• Procured hardware and software for new, 5-environment, 3-tier Maximo application suite to include

performance monitoring tools and infrastructure upgrades

• Prepared project plan (utilizing Microsoft Project) to affect 90-day “quick start” deployment of

Maximo in Iraq, Kuwait, Dubai and London.

• Managed contract scope, budget, schedule, quality, and deliverables compliance.

July 2004-July 2005: Project Manager, Total Resource Management, Inc. Baghdad, Iraq

Contracted to Department of the Army’s Project and Contracting Office (PCO), via TKC Communications,

Inc., to deploy and manage $20 million reconstruction reporting effort:

• Deployed WAN infrastructure in 8 bombed-then-refurbished and 13 newly constructed buildings,

adding infrastructure of four other sites in and outside the International/Green Zone via fiber and 802.11g

connections

• Deployed 3-environment, 120-server, 700-node Wintel BackOffice and 3-tier application (Cisco)

network for use by the Project and Contracting Office, the Corps of Engineers and the Iraqi Ministry of

Planning

• Deployed 4 MB satellite link for WAN and VoIP connectivity to the Internet from Baghdad, Iraq

• Responsible for successful integration and deployment of Iraq Reconstruction Management System

(IRMS), a suite of applications for management of $18 billion program of reconstruction projects in Iraq.
