Basic Qualifications
Education/Training: Bachelor’s degree in business management or a related field is preferred. Alternatively, more than five years of related experience may be considered in lieu of a degree. Specialized education and training in Bank Secrecy Act compliance is also required.
Skill(s): Proficient in English, including reading, writing, and grammar; strong interpersonal relations and communication skills; excellent analytical abilities; effective project and time management skills; thorough understanding of the Bank Secrecy Act and associated regulations; comprehensive knowledge of federal and state consumer protection and fair lending laws and regulations; extensive familiarity with bank products, services, customers, entities, geographic locations, and potential risks of money laundering and terrorist financing; proficient with PC skills, particularly Microsoft Office; demonstrated leadership, management, and supervisory capabilities.
Experience: A minimum of five (5) years’ related experience required.
General Responsibilities
Responsible for participating in the development, implementation, and administration of the day-to-day aspects of the Bank’s Compliance Programs, including Bank Secrecy Act (BSA) and Anti-Money Laundering (AML), encompassing all business lines; implementing strategies to achieve goals assigned to the department; ensuring the department's compliance with operating policies and procedures and outside regulatory requirements; directly supervising assigned personnel; communicating with appropriate management and staff personnel; providing periodic reports.
Essential Duties
Provides assistance to the BSA Officer and BSA Manager by assisting in the development, implementation, and administration of the day-to-day aspects of the Bank’s Compliance Programs, including Bank Secrecy Act (BSA) and Anti-Money Laundering (AML), encompassing all business lines as follows:
Acts in a lead capacity to BSA Analyst I, BSA Analyst II, BSA Analyst III, and BSA Quality Control Lead.
Possesses a working knowledge of Cannabis Related Businesses.
Assists the BSA Officer in annual updates to the BSA/AML and Cannabis Risk Assessments.
Provides daily guidance and expertise to ensure compliance with the Bank's policies and procedures.
May assist the BSA Manager with supervisory duties or coverage during absences.
Makes work assignments for customer due diligence monitoring and ensures that all teamwork is completed in a timely manner.
Performs secondary quality assurance reviews of CTRs and approves CTRs for batch filing.
Monitors and manages the CTR Log and SAR Log.
Assists in performance management and overall development of the CDD Team.
Assist the BSA Officer in the preparation of Monthly Board Reports.
Responds to audit, exam, and quality control reviews.
Oversee monitoring of CDD Validation reviews.
Conducts enhanced due diligence (EDD) reviews when applicable.
Assigns and reviews ongoing Alerts produced by the Bank's AML monitoring software.
Prepares customer concern reports for customers with multiple SAR filings.
Reviews potential customers for "Restricted Account Types" and "Higher-Risk Account Types."
Abides by laws and organizational policies and procedures.
Cooperates with internal policies and practices to support risk management and compliance.
Communicates with the SVP Chief Compliance Officer and other department managers.
Provides periodic status reports to the SVP Chief Compliance Officer and BSA Manager.
Assists with performance reviews of team members and approves bi-weekly timesheets and time off requests.
Ancillary Duties
Performs tasks which are supportive in nature to the essential functions of the job, but which may be altered or re-designed depending upon individual circumstances.
Performs additional task as assigned by the BSA Manager or BSA Officer.
