The Regional Service Manager is an integral and highly visible role within the Company, working in partnership with asset and property management teams. In addition, the Regional Service Manager must be a leader, problem solver working in an entrepreneurial environment.

This position will be responsible for the management of capital improvement projects, preventative maintenance programs and the maintenance departments, including buildings and grounds for the assigned region. The Regional Service Manager assists with all aspects of the property's maintenance including the physical grounds, custodial, preventive, corrective, deferred and emergency. This person is also responsible for overseeing effective maintenance programs to protect and maintain the property and to build and maintain effective working relationships with residents. Service Managers will have a dotted line reporting relationship to the Regional Service Manager.

ESSENTIAL DUTIES AND RESPONSIBILITIES: One must be able to perform the essential functions of the job; which include, but are not limited to the following (Other duties may be assigned to meet business needs):

Identify, evaluate, and select qualified vendors and contractors for maintenance services, repairs, and capital improvement projects.

Manage bid and approval process for Capital projects. Coordinate with Regional Property Manager on project assignments and scope of work.

Negotiate contracts, service agreements, and pricing terms to optimize cost-effectiveness and quality of services.

Monitor vendor performance, resolve issues, and maintain positive relationships to ensure timely and satisfactory completion of work.

Prepare and manage capital projects/maintenance budgets for the region, tracking expenses, and identifying opportunities for cost savings and efficiency improvements.

Prepare/review/approve invoices, purchase orders to ensure accuracy and adherence to budgetary guidelines.

Maintain relevant maintenance forms including inventory, inspections and preventative maintenance.

Coordinate all insurance claims including reporting and documentation, bid/claim approval, work scheduling and completion, and all final paperwork submissions.

Inspect all sites in assigned portfolio quarterly and advise Community and Regional Managers on maintenance items noted.

Assist with site inspections/ bank inspections and coordinate with Regionals on follow up work and paperwork submission.

Adhere to the company’s safety programs, policies and procedures. Teach, promote and perform safe work practices among on-site staff and this position.

Participate in company training classes and meetings as required.

Help to hire, develop and manage on-site maintenance staff. Motivate staff and see that staff functions as an effective team and provide superior level of customer service. Must be responsible for department personnel management functions.

Provide technical support, including property knowledge, to VP, Regionals, owners, brokers and site staff.

Special projects or additional duties assigned by supervisor that are essential for the operations of the property.

QUALIFICATIONS & REQUIREMENTS:

Education/Experience

Minimum of 7+ years’ previous experience in a maintenance management role overseeing a large portfolio of apartments.

Minimum of 5+ years’ experience managing a large maintenance staff.

Excellent understanding of OSHA requirements, regulations and procedures.

Technical Requirements

Requires individual to be able to use maintenance equipment including, but not limited to, hand tools, saws, paint spray rigs and guns, acoustic hoppers, paint brushes and rollers, caulk guns, glues, thinners, ladders and any other type of paint equipment and required safety equipment.

Type I and Type II CFC certification is desired.

Other licenses and certifications as required by state or federal law.

Special Requirements

Requires the ability to read and write English fluently, and the ability to accurately perform basic to intermediate mathematical functions, which include addition, subtraction, multiplication, etc

Requires ability to deal well with people

Requires individuals to furnish their own vehicle.

Requires the ability to work any of the seven days of the week, 52 weeks of the year. Due to the property staffing limitations, it is extremely critical that individuals be able to work their scheduled hours on a consistent basis and, if necessary, overtime hours when requested.

Requires a valid driver’s license and valid car insurance for the state in which employed. Real estate license (when required by the state).

Language Skills

Ability to analyze and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to generate routine reports and effectively communicate, verbally and in writing, with residents, customers, clients, contractors, employees and the general public. Ability to effectively communicate in English is required. Ability to communicate in Spanish is desirable.

Mathematical Skills

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

Reasoning Ability

Ability to understand, follow and interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Behavioral Skills

Ability to work without direction, maintaining confidentiality and professionalism.

Ability to build and maintain strong interpersonal relationships with team members.

Climbing – frequently ascending or descending ladders (up to 30 feet), stairs, scaffolding, ramps, poles, and the like, using feet, and legs or hands and arms. Body agility is important. Maintaining body equilibrium to prevent falling when walking, standing, or crouching.

Stooping – frequently bending body downward and forward by bending spine at the waist, requiring full use of the lower extremities and back muscles.

Kneeling – frequently bending legs at knees to come to rest on knee or knees.

Crouching – frequently bending body downward and forward by bending, legs and spine.

Reaching – frequently extending hand(s) or arm(s) in any direction.

Vision -Specific vision abilities required by this job include close vision, distance vision, color vision, and the ability to adjust focus.

Able to perform all duties in a safe manner at all times

Able to work in confined spaces, indoors and outdoors in all climates, this includes working in extreme weather conditions such as snow, rain, storm, heat, etc. and unclean environments with fumes, dust and poor ventilation while adhering to company safety requirements and programs.
