Description:

We are looking for a contract manager be responsible for the oversight of the Children’s Health Outreach Enrollment Utilization and Retention (CHOEUR) services, under the Community Health Outreach Initiative (CHOI) program contract to ensure administrative and programmatic compliance with funder and County requirements, and conduct contractor audits for quality assurance, monitoring of scope of work deliverables, and appropriate invoicing and accounting.

Primary Responsibilities will include:

· Manage and provide daily oversight of assigned contracts including monitoring invoices/expenditures to ensure budgetary compliance.

· Review, process and approve budgets, budget justifications, budget modification requests, change notices, and monthly invoices ensuring both accuracy and compliance with County and funder requirements.

· Review monthly reporting and data requirements; identify possible areas of deficiencies and provide on-going technical assistance to contracted agencies.

· Conduct annual and semi-annual administrative and programmatic monitoring of contractors’ services; conduct on-site visits and evaluate all areas of contract services; develop monitoring schedules; prepare program monitoring instruments/tools; prepare written reports of findings and make recommendations to correct deficiencies and determine appropriateness of contractor response to review’s findings.

· Develop appropriate guidelines, standards, and procedures for the evaluation of existing contracts in terms of quality and quantity of services provided.

· Assist in the formulation, development, and execution of policies and procedures for contracted agencies.

· Assists in the development and interpretation of contract policy for Public Health programs, as well as negotiation and preparation of contracts and development for Request for Proposals, Board packages, Contract Amendments, assists in the proposers’ conferences and participates on review panels.

· Evaluates outreach and enrollment related services provided by community-based organizations to ensure compliance with contractual stipulations, funding source legislation, regulations, and guidelines.

· Respond to requests on programmatic or contractual performance of contractors for management.

· Attends trainings and monthly collaborative meetings.

· Other CHOI-related duties as assigned.

Minimum Qualifications:

A Bachelor’s degree from an accredited college or university -AND- 3 years’ experience providing direct health or social program services, 1 year of which must have been in program planning and evaluation, program development, research and analysis, or other administrative functions

Valid California Driver’s License, proof of vehicle insurance, and reliable transportation, or ability to secure timely transportation for off-site travel to community sites throughout Los Angeles County

Desirable Qualifications:

· Excellent oral and written communication skills

· Computer literate with skills in Microsoft Word, Power Point, Publisher, Excel, and similar programs

· Strong organizational skills, initiative and follow-through

· Established community outreach and health education experience

· Comfortable speaking in front of large groups

· Experience with project management

· Experience working with a variety of people and organizations to realize common goals

· Experience working with ethnically diverse Los Angeles communities

· Able to act with judgment, confidence, and personal initiative, and work in a fast-paced and highly visible work environment

· Team player with strong interpersonal skills and a commitment to internal and external relationship building
