The Senior Finance Manager - Financial Reporting leads the Group’s financial reporting function across RISE PH, Synacy, and affiliated entities. Reporting to the Group Financial Controller, the role owns the month-end close, consolidation, and statutory reporting cycle for a multi-entity, multi-jurisdiction digital infrastructure and internet service provider (ISP) group. He/she ensures that financial statements are accurate, timely, PFRS/IFRS-compliant, and audit-ready, and supports the statutory audit led by the Group’s audit manager.
This is a senior management role within the Finance team, positioned directly below the Group Financial Controller and accountable for the quality of the Group’s reported numbers, the strength of reporting controls, and the development of the financial reporting team.
Duties and responsibilities
Financial reporting and consolidation
Own the monthly, quarterly, and annual close for all Group entities, delivering the close within agreed timelines
Prepare and review consolidated and entity-level financial statements (statement of financial position, P&L, cash flows, changes in equity) and accompanying notes and schedules
Lead group consolidation, including intercompany eliminations, foreign currency translation, and reconciliation of intercompany balances across entities and jurisdictions
Prepare management reporting packages, with quantified variance commentary against budget, forecast, and prior periods
Interpret and apply new or amended PFRS/IFRS standards, prepare technical accounting position papers, and assess their impact on the Group
Review intercompany billing and cost-plus arrangements for correct accounting, VAT, and withholding tax treatment, in coordination with the Tax team
Digital infrastructure / ISP accounting
Apply PFRS 15 to subscriber, enterprise, wholesale, and bundled service revenue, including installation fees, promos, and contract assets/liabilities
Apply PFRS 16 to network-related leases (pole attachments, tower and site leases, IRU/dark fibre, office and warehouse leases)
Oversee accounting for network CAPEX: capitalisation of fibre build, construction-in-progress, CPE, and network equipment; useful-life reviews, impairment testing, and asset retirement
Ensure GL-to-subledger reconciliation of fixed assets and CPE inventory across regional warehouses
Audit support, controls, and governance
Support the statutory audit led by the Group’s audit manager by providing timely, complete financial reporting deliverables and resolving reporting-related audit queries
Prepare financial statement schedules, reconciliations, and PBC items within the financial reporting scope; address audit adjustments affecting the financial statements
Implement corrective actions on management letter points relating to financial reporting
Design, document, and maintain internal controls over financial reporting, including review controls, segregation of duties, and close checklists
Support internal audit, due diligence, lender, and investor reporting requirements as needed
Multi-jurisdiction compliance
Ensure timely and accurate statutory reporting to the SEC (AFS, GIS), BIR, and other regulators, including PEZA/BOI where applicable
Coordinate reporting requirements across Group entities, regional branches, and foreign affiliates or counterparts, including group reporting packs prepared under different local requirements
Support regulatory reporting to the National Telecommunications Commission (NTC) and other industry bodies, where financial data is required
Monitor regulatory and accounting developments across jurisdictions and advise the Group Financial Controller on their impact
Leadership and process improvement
Lead, coach, and develop the financial reporting team; set goals, review work, and manage performance
Drive close automation, ERP optimisation, and reporting process improvements to shorten the close cycle and improve accuracy
Partner with FP&A, Tax, Treasury, Billing, Network/Engineering, and Procurement to ensure complete and accurate financial data
Provide ad hoc analysis and reports to the Group Financial Controller and senior management
Qualifications
Required
Certified Public Accountant (CPA), Philippines
Bachelor’s degree in Accountancy
8+ years of progressive accounting and financial reporting experience, with at least 3 years in a managerial role
Audit background: at least 3 years of external audit experience with a Big Four or reputable audit firm
Industry background: at least 3 years in telecommunications, ISP, or digital infrastructure (fibre, data centres, towers, or network services)
Multi-jurisdiction experience: group reporting and consolidation across multiple entities and jurisdictions, including cross-border or foreign-affiliate reporting
Strong command of PFRS/IFRS, particularly PFRS 15, PFRS 16, PAS 16, PAS 36, and consolidation standards (PFRS 10)
Solid working knowledge of Philippine regulatory requirements (SEC, BIR, and related agencies)
Proven experience leading accounting or financial reporting teams
Advanced Excel skills and hands-on experience with ERP systems
Excellent written and verbal communication skills; comfortable presenting to senior management and auditors
Willing to relocate to and work on-site in Cebu City
Preferred
Exposure to transfer pricing documentation (RR 19-2020 / RR 34-2020) and intercompany arrangements
Experience with PEZA/BOI-registered entities or NTC-regulated companies
Experience with close automation, consolidation tools, or ERP implementation
