Location: Hybrid, 3 days onsite and 2 days remote per week

Engagement: 1-year contract with the possibility of an extension

About the Role

Stealth Entry is hiring an experienced Program Manager 4 for our client, the State of Ohio Department of Commerce. You will lead IT programs and projects from initiation through closure, including the planning, design, programming, testing, and implementation of business solutions for departments across the organization. You will be accountable for delivering on schedule, within scope and budget, and to the agency’s business, technical, and quality requirements.

Responsibilities

Manage the full project lifecycle and set priorities across multiple concurrent work efforts and teams

Build detailed project plans that define needs, tasks, milestones, and resources based on scope and budget, and secure sign-off from sponsors and stakeholders

Track progress against the plan, monitor milestones, and take corrective action when the schedule slips

Manage scope through established change procedures, documenting and gaining approval for all changes

Identify risks and issues early, develop mitigation strategies, and track them to closure

Capture, analyze, and report project metrics, and prepare and distribute status reports

Follow agency and project management standards, and tailor and baseline project templates

Serve as the primary point of contact for project issues and their resolution

Build relationships with sponsors, team members, vendors, and external partners, keeping everyone aligned on timelines and objectives

Coordinate and present proposals to agencies as needed

Balance workload against team capacity, and plan project training and orientation needs

Lead the final project evaluation review with stakeholders at project completion

Requirements

Required:

8 to 9 years of project/program management experience

8+ years of experience with full lifecycle implementation projects, from requirements definition through implementation

Experience managing technical/IT projects

Experience managing vendors and vendor-driven projects

Strong written and verbal communication with all levels of an organization, from front-line staff to C-level executives

Proficiency with project management software

Preferred:

4-year college degree or equivalent technical study

Contract and vendor management

Cross-functional collaboration, critical thinking, problem solving, and priority setting

Change management, business analysis, and conflict resolution

Government or public sector project experience
