Office of Family Assistance
The Office of Family Assistance (OFA) provides policy, operational, technical assistance and training support for safety net programs that assist low-income Ohioans. This includes: Cash assistance programs funded by the Temporary Assistance for Needy Families (TANF) Block Grant, including Ohio Works First (OWF) and the Prevention Retention and Contingency programs (PRC); Food assistance programs including, the Supplemental Nutrition Assistance Program (SNAP), the Summer EBT Program, the Commodity Supplemental Food Program (CSFP) and The Emergency Food Assistance Program (TEFAP); Program Integrity; and Adult Protective Services. What You Will Do
The Human Services Data Reporting Manager provides statewide leadership and guidance to counties to ensure compliance with state and federal laws, rules, and regulations governing OFA programs. This role oversees key program functions, including development of business requirements, data analysis and interpretation, federal and state reporting, user acceptance testing, and management of data sharing agreements. The manager directs and coordinates work across OFA policy staff, the Office of Information Services (OIS), and assigned team members to support accurate data collection, program administration, and effective statewide service delivery.
Job duties include
Oversee team of Business Analysts and direct reporting activities.
Monitor staff compliance with assigned trainings, meetings and other procedures.
Prepare and analyze state and federal data reporting requests.
Manage coordination between staff and User Acceptance Testing (UAT) team for reporting-related changes.
Assist with fulfilling data sharing agreements.
Stay informed with and execute data governance requirements.
Coordinate guidance and expectations across multiple counties or jurisdictions with differing levels of resources, staffing, and readiness.
Ensure consistent compliance with state and federal regulations.
Manage high volume or complex data requests from internal and external stakeholders.
Maintain data accuracy, integrity, and timeliness across multiple systems and collaborating teams.

Schedule: Full time.
Hours: Standard workdays are Monday through Friday. Hours are between 7:00 a.m. and 6:00 p.m.
Location: This position will be headquartered at the James A. Rhodes State Officer Tower - 30 E. Broad Street, 31st Floor, Columbus, OH 43215.
Travel: Occasional travel within the state of Ohio.

AND 48 mos. exp. in researching, developing, or implementing policies related to social services, health services, public policy, or comparable field;
AND 12 mos. exp. in delivery of human services in a governmental, community, or private human support services agency.
Option 3:
Completion of graduate core program in social or behavioral science;
AND 36 mos. exp. in researching, developing, or implementing policies related to social services, health services, public policy, or comparable field;
AND 12 mos. exp. in delivery of human services in a governmental, community, or private human support services agency.
Option 4:
12 mos. exp. as Human Services Developer, 69453.
Option 5:

Pay Information
This position is in the State of Ohio’s E1 Exempt Pay Schedule, Pay Range 14. Unless required by legislation or union contract, starting salary will be the minimum salary of that pay range (step 1, currently $40.40 per hour). These ranges provide a standardized pathway for pay increases. With continued employment, new hires move to the next step in the range after 6 months and annually thereafter. Cost of Living Adjustments increase wages in these ranges each fiscal year. The current step progression wages are in the table below.
