WHO WE ARE LOOKING FOR
MCDHHS-IT is currently recruiting for a highly capable Internet Developer & Project Analyst to join our Integrated Health and Human Services IT team. This hybrid role blends project management and website development, owning key functions including CMS administration, ServiceNow intake/resolution, content publishing workflows, accessibility remediation, security, and overall site reliability.
The ideal candidate brings strong technical and artistic leadership, a commitment to high-quality user experience, and a firm understanding of HIPAA and web accessibility standards while supporting a wide range of essential Health and Human Services programs.
What You'll Be Doing
Project Management & Requirements Gathering:
Serve as the primary technical point of contact for small to mid-sized, task-oriented IT projects within the HHS organization.
Collaborate with stakeholders like senior leaders, clinicians, and administrative staff to elicit, analyze, and document site requirements.
Perform end-to-end project management duties, ensuring projects are delivered on time, within scope, and aligned with organizational goals.
CMS Administration:
Collaborate with the Technology and Enterprise Business Solutions (TEBS) department to configure, maintain, and secure the CMS;
Manage multisite templates, roles, and workflows.
ServiceNow Intake and Triage Issues Associated with HHS’ web presence:
Configure ticket categories, SLAs, and routing;
Triage and assign tickets;
Maintain ticket audit trails.
Publishing Governance:
Enforce publishing workflow that requires PIO approval for all public content and applications;
Maintain publishing checklist.
Accessibility and Content Remediation:
Perform accessibility audits;
Remediate or coordinate remediation for pages and documents, videos;
Verify accessibility before publishing.
Stakeholder Collaboration:
Work with program leads, HHS Web master, PIO, legal, privacy, and communications to ensure accurate, compliant messaging
Training and Documentation, Reporting and Metrics:
Train content editors on CMS, accessibility, and ServiceNow intake;
Maintain governance documentation and content calendar.
Track SLAs, uptime, remediation progress, and PIO review cycles; produce monthly reports for leadership.
Performs other job-related duties as assigned.
Minimum Qualifications
Experience: Three (3) years of professional experience in the information technology field in such areas as bridging website development and project analysis.
Education: Bachelor’s degree in computer science or a related field from an accredited college or university.
Equivalency: An equivalent combination of education and experience may be substituted.
Physical Ability: Ability to lift boxes containing computer support items and equipment such as printers, computers, modems, and monitors weighing up to 50 pounds.Medical exam protocol: This position requires completion of a pre-employment medical history form to assess your ability to safely perform the essential duties of the role.
Preferred Criteria, Interview Preferences
The applications of those individuals meeting the minimum qualifications will be reviewed to determine the extent, relevance of training, and experience in the following areas:
Do you have at least 3 years managing public sector or multi-program websites, or 5 years equivalent in the private sector with public-facing services?
Core Technical Stack: Briefly describe your recent hands-on experience with Drupal CMS, specifically building/managing organizational web content representing multiple programs, and or experience with multisite CMS architecture
Responsive Web Templates/UI/UX: Associated with Local Government (such as Montgomery County) Internet presence.
Ticketing Systems: Capable of using a ticketing system such as ServiceNow for intake, triage, and resolution, and reports.
Compliance & Accessibility: Have you developed/published web documents/content that required strict adherence to data privacy laws like HIPAA (protecting health records) or web accessibility standards like WCAG 2.1 AA?
Hybrid Project Management: Can you provide a quick example of a time you managed a project or collaborated closely with project management from the initial requirements-gathering phase with non-technical stakeholders through to final deployment/publishing?
Interview selection will be based on the following interview preference criteria:
Technical Skills
Hands-on Web UI/UX using Drupal or a similar Content Management System.
Hands-on experience organizing, developing, and migrating Web content/documents between two different Content Management Systems (e.g., to Drupal CMS).
Demonstrated experience in developing and consuming secure APIs.
Strong understanding of web accessibility guidelines (WCAG / Section 508) and techniques for implementing them in modern websites.
Knowledge of health data security protocols and practical experience building HIPAA-compliant applications.
Professional Competencies
Proven ability to manage mid-sized tasks/projects independently, applying agile or hybrid project management methodologies.
Strong analytical and problem-solving skills with the ability to translate non-technical requirements into technical specifications.
Excellent written and verbal communication skills, specifically in writing clear documentation and SOPs.
Strong teamwork and collaboration skills, with a proactive approach to supporting peers in an integrated agency environment, experience working with senior leaders, program leads, and nontechnical staff.
Preferred Qualifications & AI Capabilities
Experience with Health IT Systems: Direct experience developing for or integrating with Electronic Health Record (EHR) systems (e.g., Epic, Cerner, eClinicalWorks) and automated Case Management platforms.
AI & Automation Capabilities: Experience leveraging AI developer tools (e.g., GitHub Copilot, VS AI Assist) to accelerate code generation, and familiarity with integrating AI/ML APIs (such as Azure OpenAI or local LLM deployments) for features like automated text summarization of case notes, predictive data entry, or smart search within HHS applications.
Preferred Knowledge, Skills, and Abilities (KSAs)
Human Services Domain: Basic understanding of workflow logic in public assistance, child welfare, or behavioral health case management.
Prompt Engineering & AI Orchestration: Ability to safely design prompts and manage data privacy constraints when integrating generative AI features into internal applications
