BACKGROUND
A project is underway to support monitoring and evaluation activities for the Millennium Challenge Corporation (MCC) Sierra Leone Power Compact, specifically the Distribution and Access Project. The study involves deploying electricity-monitoring sensors at consenting households and businesses to collect data on outages, voltage, and frequency. The data collected will be used to establish national and sub-national baseline indicators and to support ongoing performance monitoring of infrastructure projects under the Sierra Leone Power Compact.
The scaled phase of this project will focus on areas in the Western Urban and Western Rural districts of Freetown, as well as towns in the districts of Bo, Moyamba, Port Loko, Tonkolili, Kono, and Bonthe. Specifically, we are recruiting field surveyors who ARE FROM AND CURRENTLY LIVE in one of the following locations:
Bo
Makeni
Magburaka
Koidu City
Bumbuna Town
Port Loko
Moyamba
Lungi
Moriba Town
Lunsar
This field surveyor will only visit sites located in the town in which they are from and currently reside (one of the above towns).
The Field Surveyor is responsible for visiting EDSA or minigrid customers, administering digital surveys and interviews, and installing a power monitoring sensor to collect data for the project. YOUR RESPONSIBILITIES
Attend a five-day training. The training will be a full-day training from morning to late afternoon. All five training days must be attended to be considered for the Field Surveyor position. The location of the training is still being determined, but will likely be in a town located outside of Freetown.
Physically visit households and businesses to administer survey interviews, using tablets and the survey software 'SurveyCTO.'
Install a power monitoring sensor in households and businesses that consent to participate in the study. No electrical or engineering experience is required to do this.
Adhere to all human subjects research and safety protocols.
QUALIFICATIONS & REQUIREMENTS
Motivated with a willingness to learn: You are willing and excited to learn how to administer digital surveys, how the sensor device monitors power, and how to identify grid infrastructure, among other things.
Availability: You are available to attend the full five days of training (location is to be determined) and to attend all fieldwork days assigned to you shortly after training.
You are from and you also currently reside within one of the 10 listed towns and do not require accommodations in the town to successfully perform the duties of this position during field deployment days.
You must be in possession of an Android phone that can download the SurveyCTO app, can serve as a hotspot for internet, and can be used for GPS tracking for this project. nLine will NOT provide you with a phone to conduct your surveying with SurveyCTO, so you must have an Android phone to perform the duties of this job.
You have good interpersonal communication skills and are able to speak English, Krio, and the local language for the town where you will be deploying sensors.
You have previous experience with surveying and collecting data from individuals (preferably, but not required).
You have previous experience conducting field research studies (preferable, but not required).
You have experience in activity summary report writing and are able to attend both in-person and online debrief meetings to share updates on successes, challenges, and ways forward where necessary.
You have time management skills and the ability to effectively work in a team and independently, as might be required by your line manager.
Have respect for authority, be confidential, and manage project materials with care.
TIME COMMITMENT & EXPECTATIONS
While the duration of work for this project is limited, strong Field Surveyor candidates with great performance will be invited to stay with nLine to perform ongoing sensor maintenance on an as-needed daily basis (Field Surveyors will only work in the town where they currently reside/are from, and will not be expected to travel elsewhere in the country to perform their duties).
Training will last one week (Monday through Friday). Accommodation will be provided for trainees who do not reside in the town where the training is located. A set training stipend will be provided to compensate you for your travel to/from your accommodation and the training venue. You are responsible for finding reliable transportation to arrive at the training venue on time each day. The set daily training stipend value is 450 Nle per day.
Depending on the town where you will conduct field work, actual days worked will last anywhere from 3 to 5 days. Fieldwork will begin within one week of training completion.
If you perform well during training and fieldwork, nLine may extend the offer for you to continue to perform sensor maintenance on an as-needed basis. This could be anywhere from 1-5 days per month until December 2028.
Note: Attending and completing the training does not guarantee a hire for fieldwork. Your performance during the training period will be evaluated to determine candidacy for the fieldwork.
TRAINING
There will be a five-day training preceding fieldwork. Training is expected to begin at 8:00 in the morning and end by 17:00.
We anticipate training will occur either of the following weeks:
Monday, November 16 to Friday, November 20
Monday, November 30 to Friday, December 4
Monday, December 7, to Friday, December 11
There will be two days of rest (Saturday and Sunday) in between training and fieldwork. Fieldwork will begin on the Monday after training concludes.
The final training dates and fieldwork dates will be shared with Field Surveyor candidates no later than three weeks before the start date.
POSITION COMPENSATION
During Training:
450 Nle per diem for each full day of training attended. The per diem covers local transportation to/from the training venue. It also covers the cost of dinner for each day of training. During the five-day training, breakfast and lunch will be provided for each full day of training that is attended.
Transportation costs will also be covered for your travel from your town to Freetown at the standard bus fare rate.
The training per diem will be provided to you on the first day of training, and the round-trip bus transportation costs will be provided to you on the last day of training.
During Field Work:
1000 NLe daily wage for each day conducting assigned fieldwork.
400 Nle per diem for each day spent conducting fieldwork. The per diem covers the cost of food, beverages, and local transportation to/from the participant's locations each day.
100 Nle per day for phone data on your personal phone. You will be responsible for ensuring that your phone has adequate data each day to use SurveyCTO for survey submission and to use GPS to locate sites.
