Primary Responsibilities:
Service Management - Utilizes knowledge of information technology, application development practices, operations, licensure business processes to manage and administer eLicense services. Delivers high-performing and reliable technology solutions and services to multiple state agencies, boards, and commissions using the systems.
Oversees and manages the Managed Services / Maintenance & Operations vendor performing day-to-day operations and run activities (i.e., system and integration monitoring, development and release management activities, break/fix and defect resolution) to ensure high-performing services. Coordinates and directs activities between stakeholders (i.e., users, project staff, vendors, service providers & suppliers) to ensure timely incident resolution and delivery of solutions.
Reviews and interprets system documentation & test results to determine appropriate course of action. Responds to critical outages 24 x 7. Ensures compliance with enterprise design standards and framework for new features and enhancements. Maintains service roadmap and strategic plans to enhance and grow the services to meet customer needs. Develops and reports on performance indicators and service level metrics related to the licensure services. Promotes growth and use of the licensing services and solutions.
Team Management and Leadership - Provides effective leadership, promoting team atmosphere with peers, staff, contractors, and users. Determines staffing requirements and makes recommendations for the service areas. Interviews candidates for employee and contractor positions. Assigns work and prioritizes assignments related to projects undertaken by section. Performs administrative functions (i.e., approval of requests for leave, payable time approval, completes performance evaluations, issues discipline).
Customer and User Engagement - Establishes and maintains effective working relationships with licensing agencies, boards, and commissions utilizing the solutions; considers, evaluates, and provides advice to users regarding options, cost, feasibility, and time to completion for solution enhancements and/or projects. Provides support and training to new and existing customer agency users. Facilitates steering committee(s) and governance processes.
Service Provider and Supplier Engagement - Establish and maintain effective relationship with internal (OIT) and external technology suppliers and partners (i.e., Salesforce, MuleSoft, CBOSS, Clariti). Maintains an awareness of vendor and service provider offerings and emerging technology solutions. Identifies, evaluates, and recommends software, services, and technology solutions to maintain robust services.
Administrative Functions - Performs administrative functions including but not limited to planning, budgeting, and procurement activities for the service areas. Works with other DAS units to plan and prepare budgets and monitor finances of the services. Makes budget recommendations. Creates and participates in development and/or evaluation of procurement documents (i.e. scopes of work - SOW, Request for Quotation (RFQ), Request for Proposal (RFP)). Participates in negotiation of contracts and purchases related to unit. Participates with other Office of Information Technology (OIT) areas to evaluate systems, software, services, and proposed technology solutions. Other administrative functions as needed.

-Or completion of undergraduate core coursework in computer science, or completion of undergraduate core coursework in any academic major which included at least one course in each of the following: advanced-level computer programming language (for example, COBOL, Delphi, Java, Powerbuilder, Visual Basic, Pl 1, SAS PCS, Pacbase, Full Visual Suite, Designer 2000, Developer 2000, C, C++, Visual C, ECL, or Visual Studio), logic-based mathematics, data base concepts (for example, Oracle, Microsoft Access, Paradox, Sybase, IMS DB, DB2, Cache, DMS, or RDMS), computer systems analysis & design, & basic data processing concepts; additional 7 1/2 years (90 mos.) exp. commensurate with job duties to be performed & knowledges & skills required as outlined in approved position description on file for position to be filled as advertised in job posting.; 2 years exp. in performing project management functions as defined in series purpose.
-Or 12 mos. exp. as Information Technology Manager 1, 64132. Or in offices of statewide information technology policy & planning, positions require completion of undergraduate core coursework in computer science, or completion of undergraduate core coursework in any academic major which included at least one course in each of the following: advanced-level computer programming language (for example, COBOL, Delphi, Java, Powerbuilder, Visual Basic, Pl 1, SAS PCS, Pacbase, Full Visual Suite, Designer 2000, Developer 2000, C, C++, Visual C, ECL, or Visual Studio), logic-based mathematics, data base concepts (for example, Oracle, Microsoft Access, Paradox, Sybase, IMS DB, DB2, Cache, DMS, Or RDMS), computer systems analysis & design, & basic data processing concepts; 3 yrs. exp. in utilizing word processing software; 3 yrs. exp. in utilizing internet browser(s) for research; 66 mos. exp. which included following: knowledge of information technology architecture components, developing information technology strategic plans, preparing & making presentations/public speaking, writing information technology related policy & procedures, preparing & monitoring budget, providing cost & resources estimates, & contract management; 2 yrs. exp. in utilizing e-mail system; 18 mos. exp. in project management or lead role on information technology project; 12 mos. exp. in utilizing spreadsheet software; 2 yrs. exp. as Information Technology Supervisor 3, 64119, or 12 mos. exp. as Information Technology Manager 1, 64132, or equivalent.
