in Engineering, Environmental Science, or related field\n Clearance: Ability to obtain and maintain a Secret level security clearance.\n \n Position Overview\n We are seeking an experienced Environmental Engineer or Scientist to support multimedia environmental compliance programs at a federal facility.

The ideal candidate has 5+ years of environmental compliance experience with strong skills in permitting, regulatory reporting, field investigations, and agency coordination.

This role requires the ability to interpret complex regulations and build practical, audit ready compliance systems.\n \n The selected professional will lead and execute key compliance activities including air permitting (Title V, NSR, NESHAP), stormwater/SWPPP, DMRs, RCRA hazardous waste management, tank management, and environmental sampling.

They will collaborate with facility staff, project teams, and regulators to ensure alignment with federal, state, and local requirements.\n \n Success in this role requires strong analytical capabilities, clear communication, and the ability to integrate permitting, reporting, and field data into structured compliance frameworks that support daily operations and long term environmental performance.

Candidates must demonstrate excellent organization, attention to detail, and the ability to manage multiple projects while working effectively with diverse stakeholders.\n deliverables.

\n \n Job Responsibilities:\n -Identifying and implementing environmental program priorities.\n -Ensuring program priorities are being met and programs are advancing over time.\n -Managing multiple projects and ensuring all reporting and deliverable deadlines are met.\n -Coordinating with individuals and organizations outside of the program to ensure environmental requirements are met across facilities’ operations and construction projects.\n -Developing technical briefings, reports, and memos to communicate the program requirements.\n -Preparing reports, presentations, permit applications, design review comments, updating databases, and revising environmental metrics\n -Collecting, analyzing, and reporting data to ensure facilities remain in compliance with environmental requirements.\n -Reviewing construction plans, RFI’s, and other submittals for environmental compliance.\n -Multimedia compliance experience to include air, hazardous waste and chemical inventories, storage tanks, wastewater, stormwater, soil, and groundwater.\n -Environmental permitting support and implementation.\n -Environmental regulatory compliance with all applicable federal, state, and local regulations for all WHS owned and/or operational properties.\n -Responding to other environmental issues and data calls required by the client.\n -Preparing and participating in internal environmental compliance audits, DEQ and EPA inspections.\n -Updating ECRB internal trackers.\n -Conducting environmental compliance inspections.\n -Provide client support to include responding to client requests, meeting attendance, drafting meeting minutes, generating PowerPoint presentations, and review and editing of program related materials.\n -Collaborate and communicate effectively with clients and other internal stakeholders who may have diverse backgrounds, priorities, and areas of expertise.\n -Notify the Applied Environmental Program manager of changes to the project scope of work regarding technical and budget issues, as they arise.\n \n Technical Support Requirements:\n -Provide permitting and implementation support and assist engineers with the Minor New Source Review (mNSR) permit, State Operating Permit (SOP) and Annual Air Emissions statements.\n -Draft and submit Emergency Planning and Community Rights-to-Know Act (EPCRA) Tier II and Toxics Release Inventory (TRI) reports.\n -Conduct monthly inspections of Hazardous Waste Central Accumulation Area, various Satellite Accumulation Areas (SAA), and chemical Inventory.\n -Update and maintain compliance calendar and compliance meeting notes.\n -Attend project meetings or other meetings on behalf of the client as needed.\n -Maintain Hazardous Waste Contingency Plan and Quick Reference Guide and update as required.\n -Participate in internal compliance assessments and audits.\n -Conduct site work in accordance with the scope of work/contract requirements.\n -Review, update, and maintain Environmental Management Plans.\n -Perform technical analysis, calculations and research as needed to support air emission analysis and other technical reporting.\n -Ensure regulatory compliance of USTs, ASTs, solid waste, hazardous waste, and recycling.\n -Perform storm water best management practices inspections as needed to include Stormwater Management (SWM) and Erosion Sediment Control (ESC) inspections as a backup to the primary inspector.\n -Support Ozone Depletion Substances (ODS) compliance to include maintaining an ODS inventory for the Pentagon and Mark Center and providing training for operations personnel as needed.\n -Perform soil and groundwater investigations and sampling as required.\n -Assist in wastewater renewal applications and audit support as needed for wastewater discharges covered by the Virginia Pollutant Discharge Elimination System (VPDES).\n -Provide appropriate reports and photos for all field inspections.\n -Develop reports or presentations to communicate the effectiveness of environmental and resiliency initiatives.\n -Create and provide training for various environmental programs as required by the client.\n -Monitor and track permit compliance indicators.\n \n Professionalism:\n -Maintain a professional demeanor when interacting with clients and fellow staff members.\n -Arrive on time for meetings, inspections, and all work-related activities.\n -Maintain respectful, clear, and appropriate communications with clients and fellow staff members.\n -Prioritize tasks effectively and manage time and responsiveness to clients and Program Manager’s requests.\n \n Execution of technical work:\n -Must be able to safely work in environments such as construction sites, office buildings, secured areas, demolition sites, overgrown properties, near water, remote outdoor environments, in all types of weather, and at various times of the day.\n -Work hours outside of normal business hours (7:00 am-5:00 pm, Monday through Friday) may at times be necessary to fulfill the requirements of the position.
